										<content:encoded><![CDATA[<p>PHNOM PENH: On Tuesday, September 17, 2024, the General Department of Public-Private Partnerships (GDPPP) participated in a crucial meeting to discuss the Draft Interim Report of the Preparation of the Feasibility Study for Electric Bus Fleet as Public Service in Siem Reap City.</p>
<p>Representing the GDPPP was Mr. Hang Vuthika, Deputy Director General, who attended the meeting on behalf of H.E. Om Macthearith, Director General.</p>
<p>The meeting was held at the Ministry of Public Works and Transport under the leadership of H.E. Chhoun Voun, Director General of the General Department of Land Transport, and Mr. Ly Sary, Deputy Governor of Siem Reap Province.</p>
<p>Various stakeholders, including representatives from Siem Reap Provincial Administration, Apsara Authority, and relevant provincial departments, were also present to contribute to the discussion.</p>

<p>During the discussions, Standing Secretary of State Koy Sodani conveyed a message from Cambodian Public Works and Transport Minister Peng Po to his Thai counterpart, emphasizing the importance of rail cooperation.</p>
<p>The Thai-Cambodian Friendship Railway Bridge, completed in 2015, and the two countries&#8217; railways were reconnected on September 19, 2016 to connects the road from <a href="https://estatedia.com/tag/phnom-penh-siem-reap-poipet-expressway/">Poipet</a> to Aranyaprathet, has already significantly improved cross-border connectivity.</p>

<p>Bilateral trade between Cambodia and Thailand has been on the rise, reaching $1.7 billion in the first five months of 2024. <p>The Ministry of Public Works and Transport (<a href="https://estatedia.com/mpwt-to-discuss-the-solutions-strived-for-7-major-infrastructure-projects/">MPWT</a>) has confirmed that the 114-kilometer <a href="https://estatedia.com/tag/national-road-71c/">National Road 71C</a>, connecting Kampong Cham and Tbong Khmum provinces, will be finalized by mid-2024. Construction on this AC/DBST-type road commenced on April 2, 2021.</p>

<p>Currently, the project is in its final stages, including the installation of traffic signs, planting of kilometer markers, and erosion control measures. The road is scheduled for full completion by October 2, 2024, with <a href="https://estatedia.com/kratie-mekong-river-bridge-construction-ahead-of-schedule/">Shanghai Construction Group (SCG)</a> and Guangzhou Wang An Technical Advisor providing a 24-month maintenance period post-construction.</p>
<p>In addition to National Road 71C, two other national road projects are slated for completion in 2024. National Road 31 will link National Road 3 in Takeo province to the Ton Horn junction in Kampong Trach district, Kampot province.</p>

<p>Meanwhile, <a href="https://estatedia.com/tag/national-road-3/">National Road 33</a> will connect Kampong Trach district to Kampot provincial town via Kep province. These roads will serve as vital transportation corridors between Phnom Penh, Kandal, Kampong Speu, Takeo, and the coastal provinces of Kep and Kampot. Notably, they will also play a crucial role in facilitating freight transport to the Prek Chak International Gate in Kampong Trach district.</p>
<p>These road improvements align with the development of the<a href="https://estatedia.com/tag/funan-techo-canal/"> Funan Techo canal</a> project, which includes several satellite ports, particularly in Angkor Chey, Banteay Meanchey, and a logistics center in Kampong Trach district, Kampot province. The combined infrastructure will enhance the transportation of goods to and from the port.</p>

For instance, Road 50C, connecting Kampong Chhnang and <a href="https://estatedia.com/thriving-in-kampong-thom-a-sharing-program-for-business-success/">Kampong Thom</a> provinces, is scheduled to begin construction this year.</p>

										<content:encoded><![CDATA[<p>PHNOM PENH: A Cambodian delegation led by His Excellency Ros Vanna, Secretary of State of the Ministry of Public Works and Transport, participated in the 15th International Infrastructure Innovation Investment and Construction Forum (IIICF) held in Macau, China, on Wednesday, June 19th, 2024.</p>
<p>The forum served as a platform to connect foreign investors with Cambodia&#8217;s growing infrastructure sector. The delegation, which included the Undersecretary of State, presented on the country&#8217;s significant progress in various public sectors, including transportation infrastructure, sanitation infrastructure, solid waste and wastewater treatment systems, and the National Logistics Master Plan.</p>

<p>The Royal Government is studying and planning 202 support projects in support of the aforementioned 05 action plans, 12 of which are for air transport development, 67 for waterway-maritime transport and port development, 11 for railway transport development, and 112 for Multi Growth Pole, Economic Corridor, National Integration, and Rural Socio-Economic development. This ambitious plan highlights the Cambodian government&#8217;s commitment to enhancing connectivity and fostering economic growth throughout the country.</p>

										<content:encoded><![CDATA[<p>PHNOM PENH: Cambodia and Malaysia recently discussed ways to strengthen their collaboration in transport infrastructure and connectivity. This includes improving existing railways, developing waterway transportation, and training personnel in the transport sector.</p>
<p>The discussions took place on May 20th at the Ministry of Public Works and Transport in Phnom Penh. H.E. Peng Ponea, the Cambodian Minister of Public Works and Transport, and H.E. Shaharuddin Onn, the Malaysian Ambassador to Cambodia, led the talks. The meeting aimed to further strengthen diplomatic ties between the two countries.</p>
<p>Following the discussions, there was a ceremony to recognize Cambodian civil servants who had completed a railway construction training program in Kuala Lumpur, Malaysia. The Minister and Ambassador presented certificates to four participants from the Department of Railways who successfully finished the course.</p>

										<content:encoded><![CDATA[<p>PHNOM PENH: The Royal Government of Cambodia (RGC) will not set up any fund raising for the Funan Techo Canal project so that no one will take the opportunity to take money from the people.</p>
<p>The announcement was made by Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of Cambodia, at a get-together with more than 5,000 members of the informal economic unions and the academic staff associations on the occasion of the 138th Anniversary of International Labour Day (May 1), held here at the Chroy Changvar International Convention and Exhibition Centre this morning.</p>
<p>Samdech Thipadei Hun Manet thanked all the Cambodian people, both inside and outside the country, for their messages of support for the Funan Techo Canal Project, which will greatly benefit the Cambodian economy.</p>

<p>Spiritual support is a huge support and the RGC does not need funds from its citizens, said the Premier, adding that even though there is no funding from foreign investors, the RGC had set aside a budget to build the Funan Techo Canal.</p>
<p>Samdech Thipadei Hun Manet also reaffirmed his commitment to continue the mission of Samdech Techo Hun Sen, former Prime Minister, to make the Funan Techo Canal project a reality and guaranteed responsibility if there is any negative impact from the canal.</p>
<p>Funan Techo Canal project is not for the benefit of the &#8220;Hun&#8221; family, but for the benefit of all Cambodians, stressed the Prime Minister, calling on the exiled opposition leader, Mr. Sam Rainsy, to uphold the national interest, and not to oppose just to oppose.</p>
<p>The Funan Techo Canal Project aims to connect waterways between rivers to the sea of Cambodia, passing through Kandal, Takeo, Kampot, and Kep provinces. The canal construction project is estimated to cost some US$1.7 billion.</p>

<p>China Road and Bridge Corporation (CRBC) has been given the right to build the canal, which is expected to break ground for construction at the end of 2024.</p>
<p>With a total length of 180 kilometres, the canal will connect Prek Takeo of the Mekong River to the Prek Ta Ek and Prek Ta Hing of the Bassac River. It will then proceed to Kep province through Kandal, Takeo and Kampot provinces.</p>
<p>Ministry of Public Works and Transport has recently said that the waterway project to cut down the pressure of heavy road transport. The project would give impetus to internal integration, apart from solidifying and expanding regional as well as international connectivity through transport.</p>
<p>It will help ensure that transport by water, sea and port will be easier, less cumbersome and more efficient.</p>

<p>Delegations of the Ministry of Public Works and Transport and Kampong Cham provincial administration have recently inspected and evaluated the location of the river bank in Kampong Cham city for the tourism port’s construction.</p>

<p>The ministry’s spokesperson H.E Phan Rim said on Mar. 29 that thanks to the project, Kampong Cham province will have a standard port for cruise ships so that national and international tourists can visit tourism resorts in the province.</p>
<p>&#8220;The current port where the cruise ships dock is not yet good, which leads to the need for a standard port that is safe and aesthetically appropriate for international cruise ships to dock at,” he said.</p>
<p>According to the spokesperson, the results of the inspection and evaluation showed that the condition of the selected location is favourable, with large area for port infrastructure, such as waiting room for tourists, toilets and others.</p>

										<content:encoded><![CDATA[<p>PHNOM PENH: World Bank has approved US$35 million credit for road improvement to withstand climate change in three provinces in Cambodia, according to a press release issued last week.</p>
<p>The loan was approved on Mar. 15 by the World Bank’s Board of Executive Directors to support the Cambodia Road Connectivity Improvement Project (RCIP), which aims to improve climate resilient road access to markets, health services, and schools across Kratie, Kampong Cham, and Thbong Khmum provinces. The three provinces have a population of over 2 million people, of whom 80 percent live in rural areas.</p>
<p>The RCIP channels investment to road networks in provinces that were identified by the World Bank’s Country Climate and Development Report for Cambodia as extremely exposed to climate risks and that lagged with regard to pavement coverage and effective floodwater management.</p>

<p>The climate vulnerability of these road networks puts at risk access to critical services such as education and health care, with negative effects on the residents of these provinces that accumulate over time.</p>
<p>Poor road conditions also raise transportation and logistics costs for critical agriculture products produced in the targeted provinces.</p>
<p>This additional financing will help pay for higher-than-anticipated project costs, mainly for road works contracts. High inflation and price increases of key inputs, including fuel and bitumen, over the past three years have resulted in higher costs than estimated in 2019 before the approval of the original project.</p>
<p>Further, additional climate resilience interventions identified by detailed survey works and engineering designs for the project roads have further increased financing needs.</p>
<p>Currently, road rehabilitation works have been underway across 130 kilometres of targeted national and provincial roads, and 142 kilometres out of 270 kilometres targeted rural roads.</p>
<p>“Access to health and school facilities and moving goods to markets, in particular during the rainy season, has posed great challenges for Cambodian people in rural areas,” said Ms. Maryam Salim, World Bank Country Manager for Cambodia.</p>
<p>“Also, poor road conditions, disruptions caused by floods, and high transportation costs are major impediments to access to health care and emergency care for expectant mothers,” she said.</p>
<p>The project is also supporting the Ministry of Public Works and Transport and the Ministry of Rural Development, the two implementing agencies of the project, with critical institutional development.</p>

A recent inspection by Cambodian Ministry of Public Works and Transport officials revealed positive developments on both the bridge structure and connecting roads.</p>
<p>Secretary of State Lim Sidenin, Project Director, led the inspection team. They found that construction on the bridge itself is 45% complete, with a target finish date of September 2026. Meanwhile, construction of the connecting roads has reached 15% completion. Overall, the entire project boasts a 30% physical progress rate, exceeding expectations.</p>

<p>During the inspection, Secretary of State Sidenin emphasized the importance of safety and efficiency in construction. He urged construction companies to refine their methods, prioritize worker safety, and install proper night lighting at bridge pillars.</p>
<p>Additionally, he called for increased machinery deployment and strict adherence to the work schedule to capitalize on the current dry season, which offers ideal conditions for road foundation construction. Rigorous testing at every stage of construction was also stressed to ensure the project meets all established standards.</p>

<p>Shanghai Construction Company (SCG) is responsible for building the bridge, with technical supervision provided by Guangzhou Wanan Technical Consulting Company. The project is expected to be completed in 2026, as originally planned, with a total construction period of 42 months.</p>
<p>This significant investment in Kratie&#8217;s infrastructure is expected to boost transportation, trade, and economic activity in the region upon completion.</p>
