										<content:encoded><![CDATA[<p>PHNOM PENH – Cambodia’s journey toward becoming a regional green technology hub reached a major milestone this week as BYD officially delivered the first electric vehicles (EVs) assembled within the Kingdom.</p>
<p>Following this successful rollout, Deputy Prime Minister H.E. Sun Chanthol met with BYD’s senior leadership on Friday to map out an aggressive expansion strategy that moves the nation away from import-reliance and toward a self-sustaining automotive ecosystem.</p>

<p>The high-level talks were spearheaded by Mr. Liu Xueliang, General Manager of BYD’s Asia-Pacific Auto Sales Division. The discussion focused on a two-pronged approach to capture the growing Cambodian market through increased production and physical presence.</p>
<p>With high domestic demand following the first local deliveries, BYD plans to significantly increase assembly volumes at its new plant. Furthermore, the automaker confirmed plans to launch a massive &#8220;Car Centre&#8221; in Phnom Penh, which is set to become the largest facility of its kind in the country.</p>
<p>Beyond personal transport, the delegation explored how BYD’s EV technology could be integrated into Cambodia’s public transport infrastructure to address broader socio-economic and environmental goals. This transition aligns with the Royal Government’s strategy to modernize the manufacturing base while simultaneously reducing national carbon emissions.</p>
<p>H.E. Sun Chanthol, acting as First Vice President of the Council for the Development of Cambodia (CDC), hailed the assembly plant as a &#8220;new source of pride&#8221; for the nation’s industrial sector.</p>

<p>Following his thanks to Australia for its ongoing support in Cambodia&#8217;s socio-economic development, Deputy Prime Minister Sun Chanthol provided a comprehensive overview of the country’s current investment climate, highlighting the government&#8217;s long-term vision to promote peace and stability, develop infrastructure, improve the trade environment, and diversify the economy in pursuit of becoming a high-income nation by 2050.</p>

<p>The delegation was led by Dr. Harley Seyedin, who serves as President of the First Washington Group, President of Allelon Energy Partners, and President of the American Chamber of Commerce in South China. Dr. Seyedin is also notably a recipient of both the Oslo Business for Peace Award and the Peace through Trade Medal, awarded by the Nobel Peace Prize Committee.</p>

Sun Chanthol, Deputy Prime Minister and First Vice President of the Council for the Development of Cambodia (CDC), met yesterday with a delegation from the U.S.-China Economic and Security Review Commission (USCC) during the latter’s official visit to the Kingdom of Cambodia.</p>
<p>The USCC delegation was led by Chairwoman Ms. Reva Price and paid a courtesy call on H.E. Sun Chanthol to discuss bilateral cooperation and regional economic dynamics.</p>
<p>During the meeting, H.E. Sun Chanthol briefed the delegation on the CDC’s mission and strategic vision, outlining its role in facilitating investment and development in Cambodia. He emphasised the Kingdom’s favourable investment climate, detailing the CDC’s efforts to attract international investors and promote economic growth.</p>

<p>The USCC delegation shared insights into their agency’s mandate as an independent body reporting to the U.S. Congress on national security implications of trade and economic relations between the United States and the People’s Republic of China.</p>
<p>They commended Cambodia’s swift economic and social development.</p>
<p>A key issue raised during the discussion was the transshipment of goods and concerns about origin fraud in exports to the U.S. market.</p>
<p>In response, H.E. Sun Chanthol reaffirmed the Royal Government of Cambodia’s commitment to enforcing transparent and rigorous procedures to prevent such practices.</p>
<p>He cited the issuance of two major regulatory frameworks: the Inter-Ministerial Declaration on Measures for Preventing and Curbing Origin Fraud and the Ministry of Commerce’s Declaration on Procedures for Applying for and Issuing Certificates of Origin. These measures, he noted, underscore Cambodia’s determination to ensure compliance and strengthen trade integrity with the U.S.</p>

<p>The groundbreaking ceremony was presided over by H.E. Sun Chanthol, Deputy Prime Minister and First Vice President of the Council for the Development of Cambodia (CDC), representing Prime Minister Samdech Moha Borvor Thipadei Hun Manet, alongside H.E. Wang Wenbin, Chinese Ambassador to Cambodia.</p>

He encouraged BYD to further promote the relocation of their production chain factories to Cambodia.</p>
<p>H.E. Deputy Prime Minister also called on all investors to share their positive experiences regarding Cambodia’s investment environment within their business communities to help attract more investment, generate more jobs, and contribute to the country’s economic growth.</p>

<p>According to BYD, the first phase of construction involves an investment capital of US$32 million. The plant is expected to be fully constructed and operational by the fourth quarter of 2025. <p>The new plant will have the capacity to assemble over 10,000 vehicles annually. <p>The Deputy Prime Minister&#8217;s keynote address covered investment opportunities, the CDC&#8217;s efforts to facilitate investment, and updates on Cambodia&#8217;s infrastructure development plan.</p>
<p>A significant announcement was the launch of the trial version of the Cambodian Investment Project Management System (cdcIPM). This online platform enables investors to apply for Qualified Investment Project Registration (QIP) from anywhere.</p>

<p>The remarks were made by H.E. SUN Chanthol, Deputy Prime Minister and First Vice President of the Council for the Development of Cambodia (CDC), while he was sharing his insights as a guest speaker for a discussion forum themed “Cambodia Economic Environment and Business Opportunity,” at the Pinnacle Entrepreneur Forum and the 2024 ASEAN Women Entrepreneurs’ Network (AWEN) Award, hosted by Cambodia at Sofitel Phnom Penh Phokeethra on Aug. 1.</p>

<p>H.E. SUN Chanthol further underlined Cambodia’s investment potential and favourable business environment such as peace, political and macroeconomic stability, young and dynamic labour forces ready for digital transformation, incentives from the Royal Government, flexible and favourable investment procedures, and intermodal infrastructure.</p>
<p>Besides, he told the participants who are women entrepreneurs from the 10 ASEAN member countries about the CDC’s vision and mission to promote the current investment environment and business opportunities in Cambodia to the world, aiming to attract investors to the Kingdom.</p>
<p>The discussion was also attended by H.E.
