<p>On Monday, 29 July 2024, the Consumer Protection Competition and Fraud Repression Directorate General «CCF» of the Ministry of Commerce collaborated with GIZ Cambodia under the COMPETE II and PROTECT II Project to organize a workshop on &#8220;Fostering Collaborative Public-Private Dialogue: Navigating Competition Law &amp; Consumer Protection in E-Commerce and Intellectual Property Rights for SMEs.</p>

<p>&#8221; The workshop took place in Siem Reap Province and was chaired by H.E. PHAN Oun, Delegate of the Royal Government of Cambodia in charge as Director General of CCF, and His Excellency LY Sary, Deputy Governor of Siem Reap Provincial Administration, along with Ms. Marie Hoffmann, Private Sector Development Advisor at GIZ Cambodia.</p>
<p>The workshop is highly interactive, with participants from various sectors, including the representatives from the Cambodia Chamber of Commerce in Siem Reap-Oddar Meanchey, Banteay Meanchey, Kampong Thom, and Preah Vihear, the Siem Reap Provincial Departments, the Siem Reap Provincial Prosecutor&#8217;s Office, and the Department of Commerce in Siem Reap, Banteay Meanchey, Kampong Thom, Oddar Meanchey, and Preah Vihear. Additionally, the Cambodia Women Enterprise Association (CWEA), Young Entrepreneurs Association of Cambodia (YEAC), vendors, business owners, and students based in Siem Reap, as well as CCF branches, also participated, making a total of approximately 180 participants.</p>

<p>The purpose of this workshop is to broaden and integrate stakeholders’ understanding of, especially small and medium enterprises, the Law on Competition, Law on Consumer Protection, Law on Food Safety, and other relevant regulations in E-Commerce and intellectual property rights, resulting in fair competition in the market, creating a level playing field between businesses, and safeguarding the well-being and economic interests of consumers, especially in the context of the digital market.</p>
<p>The workshop provided a platform for speakers from institutions and stakeholders to engage in roundtable discussions where they collectively shared their experiences regarding the challenges and implementation of the Law on Competition and the Law on Consumer Protection in relation to e-commerce and intellectual property rights.</p>

<p>Four Kiha 183-182 trains – Kiha183-4559, Kiha182-7561, Kiha182-7552, and Kiha182-4558 – participated in the trial run on July 24, 2024. These second-hand trains, recently imported from Japan, are undergoing testing to assess the railway&#8217;s readiness for passengers and ensure a smooth resumption of service.</p>

<p>The test run serves two purposes. Firstly, it allows railway officials to evaluate the overall condition of the tracks and infrastructure for passenger travel. Secondly, it sends a positive message to the public about the upcoming return of passenger trains on the Phnom Penh-Poipet route.</p>

<p>The testing process is comprehensive. Royal Railway Cambodia&#8217;s technical team is meticulously examining various aspects of the trains, including the undercarriage system, air conditioning units, safety doors, and other equipment. This ensures the trains meet the highest safety standards before passenger service officially resumes.</p>

<p>It&#8217;s important to note that while passenger service has been suspended, freight trains have continued to operate on the Northern Railway Line three times a week.</p>

<p>Mr. Tan Sith Tee, President of CCC’s Melbourne Office, made the pledge during a courtesy meeting with Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia.</p>
<p>He told Samdech Thipadei of his visit to Cambodia, the purpose of which is to learn more about business and investment potential and opportunities in Cambodia and the Royal Government of Cambodia (RGC)’s investment attraction policies.</p>

<p>The CCC’s Melbourne Office president would also like to seek opportunity to promote and connect investment ties between Cambodian and Australian private sector, especially in the areas of food processing and agriculture.</p>
<p>For his part, Samdech Thipadei Hun Manet extended warm welcome to the delegation and congratulated Mr. Tan Sith Tee on his election as President of the CCC’s Melbourne Office.</p>
<p>The Premier spoke highly of the establishment of CCC’s Melbourne Office, stressing that it is a good advancement to link the government and government as well as business and business between both countries, which will facilitate business and investment activities and connect their investors.</p>
<p>Samdech Thipadei Prime Minister also highly valued the role of private sector as a key partner and operator in contribution to Cambodia’s socio-economic development. He highlighted policies to ensure a better business environment and Cambodia’s competitiveness through the implementation of investment law and the adoption of flexible mechanisms to provide support and respond to the needs of investors and the private sector in Cambodia.</p>
<p>The Prime Minister mentioned about Cambodia’s free trade agreements with many countries, both bilaterally and within ASEAN, and the Regional Comprehensive Economic Partnership (RCEP) which constitute a potential for investment in Cambodia. He reaffirmed the RGC’s commitment to ensure stability, safety and security for all investors in the country as well as its commitment to training skills for industrial sector such as automobile, electronics, digital and technology.</p>

										<content:encoded><![CDATA[<p>PHNOM PENH: Cambodia&#8217;s Prime Minister, Hun Manet, called on French businesses to invest more in the country. He highlighted the success of existing French companies like Vinci, Total, and Bred Bank, along with small and medium enterprises (SMEs).</p>
<p>Speaking at the France-Cambodia Business Forum, PM Hun Manet recognized France as a key trade partner and foreign investor. He pointed to the $515 million in bilateral trade last year and the $206 million so far in 2024.</p>

<p>PM emphasized the positive impact of French investment, including job creation, skills development, and economic stability. Cambodia&#8217;s economic growth reached 5% in 2023 and is projected to hit 6% in 2024.</p>
<p>Cambodia&#8217;s attractiveness as an investment destination was stressed by Cambodian PM. He noted Cambodia&#8217;s position as a top recipient of foreign direct investment among least developed countries in the past decade.</p>
<p>According to the Council for the Development of Cambodia, 2023 saw $4.9 billion invested across 268 projects. The first half of 2024 already boasts 190 projects valued at $3.2 billion.</p>

<p>Neak Oknha Kith Meng, president of the Cambodia Chamber of Commerce, emphasized the forum&#8217;s goal of strengthening economic and social ties between Cambodia and France.</p>
<p>This includes fostering trade and investment opportunities, and facilitating collaboration between French companies (both regional and existing in Cambodia) with Cambodian businesses.</p>
<p>Neak Oknha expressed hope that the forum will spark new partnerships, collaborations, and mutually beneficial ventures, driving economic growth for both countries. He acknowledged France&#8217;s longstanding role as a key partner in various sectors like infrastructure, water management, energy, and hospitality.</p>

<p>He provided a brief history of Cambodia&#8217;s journey from civil war and internal strife to national reconciliation and a win-win political approach, which has resulted in lasting peace and development. He also acknowledged Canada&#8217;s valuable role in the peace process, including the Paris Agreement, and its ongoing support for Cambodia&#8217;s social and economic development.</p>
<p>As one of Cambodia&#8217;s key trade and investment partners, with bilateral trade exceeding $1.5 billion in 2023, President Meng encouraged Canadian businesses to explore investment opportunities in Cambodia. He highlighted the country&#8217;s access to a wide range of markets, including Canada, ASEAN, China, Japan, Korea, and the United Arab Emirates.</p>

										<content:encoded><![CDATA[<p>PHNOM PENH: Cambodia has experienced for the first time a trade surplus in the international trade balance.</p>
<p>An official report showed last week, the total import-export turnover in January-March period of this year reached US$12.49 billion, a year-on-year increase of 11.9 percent, of which US$6,261 million were Cambodia’s exports and US$6,234 million were her imports.</p>
<p>The trade surplus of US$27 million has helped increase foreign exchange reserves, and stabilise macroeconomic indicators of the country.</p>
<p>The garment, footwear and travel goods industry is the largest foreign exchange earner for Cambodia. Other exported products are non-garment manufacturing products – electronic components, agricultural products, bicycles, and solar panels.</p>
<p>Mr. Lim Heng, Vice-President of the Cambodia Chamber of Commerce, attributed the trade surplus to the country’s huge international markets under trade agreements and trade preference schemes.</p>

<p>“This reflects the potential and high demand of Cambodia’s products abroad,” he said.</p>
<p>Ministry of Economy and Finance has projected the Kingdom’s economic growth at 6.6 percent in 2024 from 5.6 percent in 2023.</p>
<p>The country’s growth is mainly driven by garment export, tourism, agriculture, as well as construction and real estate.</p>
<p>Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of Cambodia said the Cambodia’s strategic membership in key regional and global trade agreements positions the country as a highly integrated player within the dynamic global market.</p>
<p>“Made-in-Cambodia products, encompassing garments and bicycles, are now recognised worldwide for their quality and competitive pricing. 										<content:encoded><![CDATA[<p>PHNOM PENH: Cambodia’s total exports topped US$6,261 million in the first quarter (Q1) of this year, up 18 percent compared to the same period last year, a report of the General Department of Customs and Excise showed on Wednesday.</p>
<p>The United States and Vietnam are the Kingdom’s top exporting destinations with shipment amount at US$1,985 million and US$1,392 million, up 8.9 percent and 53 percent, respectively, read the report.</p>
<p>The Regional Comprehensive Economic Partnership (RCEP) agreement and the free trade agreements with China and Korea have played important roles in promoting Cambodia-made products and contributed to attracting new foreign investment, said H.E. Penn Sovicheat, Secretary of State and Spokesperson at the Ministry of Commerce.</p>
<p>“Cambodia’s exports to the international market, particularly RCEP member states, have remarkably increased, making Cambodian products attractive in the long term,” he underlined. RCEP, Cambodia-China FTA, and Cambodia-Korea FTA came into force in 2022.</p>
<p>Mr. Lim Heng, Vice President of the Cambodia Chamber of Commerce, attributed the country’s export growth to huge potential of markets under the trade pacts and trade preference schemes.</p>
<p>“Free trade agreements, mega-regional pact, and trade preference schemes in the EU and US are potential for Cambodia’s products and are catalysts in attracting new investment for manufacturing products for exports,” he added.</p>
<p>The garment, footwear and travel goods industry is the largest foreign exchange earner for Cambodia. The sector consists of roughly 1,133 factories and branches, employing approximately 840,000 workers, mostly female.</p>
<p>Meanwhile, Cambodia’s total imports rose by 6.4 percent to US$6,234 million, the report pointed out. <p>Over two days, key players from ASEAN member states &#8211; business leaders, policymakers, and thought leaders &#8211; will discuss critical areas for regional growth.</p>

<p>Prime Minister Hun Manet emphasized the importance of ASEAN&#8217;s connectivity and technological innovation for inclusive growth. He believes this summit, themed &#8220;Unleashing ASEAN&#8217;s Potential: Technology, Sustainability, and Inclusive Growth,&#8221; will be a catalyst for unlocking the region&#8217;s vast potential.</p>
<p>Neak Oknha Kit Meng, President of the Cambodian Chamber of Commerce, underscored the need for collaboration between the private sector and governments. He urged participants to &#8220;join hands to further invest in digitalization&#8221; and other key areas to propel ASEAN&#8217;s development.</p>

<p>Digital transformation, according to Neak Oknha Kit Meng, is crucial for unlocking economic growth through efficiency, productivity, and innovation. He estimates that further digitalization could boost ASEAN&#8217;s economy by US$1 trillion by 2030.</p>
<p>Cambodia, positioned at the heart of ASEAN, aspires to be a strategic link for trade and collaboration within the bloc, Meng emphasized.</p>
<p>Following the opening ceremony, several panel discussions will be held featuring keynote addresses by prominent Cambodian officials and experts.
