										<content:encoded><![CDATA[<p>PHNOM PENH: Cambodia Airport Investment Co., Ltd. (CAIC), a subsidiary of Overseas Cambodian Investment Corporation (OCIC), has selected Cambodia Airports, a subsidiary of French-listed company VINCI to operate Phnom Penh&#8217;s upcoming Techo International Airport (TIA).</p>
<p>The agreement was signed by Lok Neak Oknha Pung Kheav Se, Chairman of CAIC and Mr. Nicolas Notebaert, President of VINCI Airports, according to a press release issued on July 10.</p>
<p>Techo International Airport is being developed by CAIC, a joint venture between OCIC, one of Cambodia’s largest infrastructure and urban development groups, and Cambodia’s State Secretariat of Civil Aviation (SSCA).</p>
<p>The project aims to meet Cambodia’s growing aviation and transport needs—reflected in the steady recovery of passenger air traffic since COVID-19—and is designed with a long-term vision for the next 50 years.</p>
<p>“By appointing VINCI to operate key airport services, we reaffirm our commitment to enhancing Cambodia’s infrastructure with projects that meet international standards,” said Lok Neak Oknha Pung Kheav Se.</p>
<p>“Our vision is to continue developing TIA over the decades ahead to support Cambodia’s economic growth and regional connectivity,” he said.</p>
<p>With a central role in the development of TIA, OCIC is carrying out the project as part of its continued efforts to expand Cambodia’s infrastructure and connectivity. Marking its 25th anniversary in 2025, OCIC has built over 10,000 homes, developed entire neighbourhoods in Phnom Penh, and delivered major projects including bridges, roads, commercial centres, and industrial zones.</p>
<p>Techo International Airport represents the next step in this trajectory, underscoring OCIC’s and CAIC’s commitment to positioning Cambodia as a regional hub for investment, travel, and trade.</p>
<p>Given its long-standing presence in Cambodia—where it began its airport operations in 1995—VINCI Airports, the current operator of Phnom Penh International Airport, was selected to continue its role at TIA, backed by a portfolio of over 70 airports in 13 countries. In 2024 alone, VINCI Airports handled over 300 million passengers across its global network.</p>
<p>“We are continuing our commitment onward with respect to airport excellence and to further developing Cambodia’s aviation sector. Our appointment is testament to the recognition of our teams’ know-how” stated Mr. Cyril Girot, CEO of Cambodia Airports. “I look forward to our partnership with CAIC as we both share ambitions to serve Cambodia and its people by creating value and opportunities, therefore expanding the country’s standing”.</p>
<p>Techo International Airport showcases Cambodia’s ability to lead large-scale infrastructure projects while engaging international partners to bring additional expertise and global standards.<br />
In addition to VINCI, the airport brings together a broad network of global consultants and design experts, including Foster + Partners and Changi Airports International.</p>
<p>Two other major French companies, Lagardere Travel Retail and Newrest, have been selected to operate duty free and F&amp;B at TIA.</p>
<p>Reflecting the airport’s international outlook and Cambodian identity, the terminal will feature both global and local brands including Starbucks and Cambodian flagship brand Brown Coffee offering passengers a balanced mix of offerings.</p>
<p>Scheduled to open and welcome passengers on Sept. 9, 2025, the terminal will feature open high ceiling spaces and a wide range of services offering a comfortable and efficient airport experience. <p>The Deputy Prime Minister emphasized the importance of aligning the construction industry with the evolving needs of Cambodia&#8217;s growing population and economy. Information.gov.kh reports that he encouraged the adoption of modern construction techniques, the use of high-quality materials, and the implementation of stringent safety standards.</p>

He highlighted the exhibition’s role in facilitating connections between domestic and international businesses, promoting technology transfer, and fostering innovation in the construction sector.</p>
<p>Phnom Penh Governor <a href="https://estatedia.com/tag/khuong-sreng/">Khuong Sreng</a> revealed that the capital city has experienced significant growth in recent years, with 448 borey and apartment complexes and 1,848 high-rise buildings currently under construction. The city has also approved 516 new <a href="https://estatedia.com/tag/cambodia-construction/">construction projects</a> in the first ten months of 2024, reflecting the strong momentum of the real estate market.</p>

He also underscored the project&#8217;s nearing completion, citing collaborations with world-class partners like Foster + Partners, Heerim Architects &amp; Planners Co., Ltd., and Changi Airport International.</p>
<p>Oknha <a href="https://estatedia.com/techo-takhmao-international-airport-is-now-33-completion/">Charles Van</a>, Director of Cambodia Airports Investment Private Limited (CAIC), spoke to the media after the visit. He emphasized the project&#8217;s unique scale, unprecedented in Cambodia&#8217;s history. He noted that witnessing the construction&#8217;s progress has led some commercial banks to consider further investment.</p>

<p>Construction of Techo International Airport, a US$1.7 billion project nearing completion in Prek Sleng commune, Kandal Steung district (Kandal province) and Bati district (Takeo province), is exceeding 78% progress and on track for its mid-2025 launch.</p>
<p>This significant project, developed by Cambodia Airports Investment Private Limited (CAIC) &#8211; a joint venture between OCIC and the State Secretariat of the Cambodian Civil Aviation Authority established in 2018 under the guidance of Samdech Techo Hun Sen, former Prime Minister and current President of the Senate.</p>
