<p>The announcement was made by Prime Minister Samdech Moha Borvor Thipadei Hun Manet while presiding over a ceremony marking the 80th anniversary of the National Police of Cambodia (May 16, 1945 – May 16, 2025), held this morning at the Police Academy of Cambodia in Kean Svay district, Kandal province.</p>

<p>The Premier’s remarks came in response to recent social media speculation suggesting the airport would be sold to a private company following the transfer of its operations to the new Techo International Airport in July this year.</p>
<p>“The land of<a href="https://www.youtube.com/watch?v=o1xEYZ3p5_w"> Phnom Penh</a> International Airport has always belonged to the state and continues to do so,” he stated. “SCA (Cambodia Airports) held only the rights to operate the airport, while ownership remains with the government.”</p>
<p>Samdech Thipadei also stressed that any development on the airport land must adhere to three key principles: preserving its historical value, serving the public interest, and ensuring it remains government property.</p>

<p>According to the State Secretariat of Civil Aviation (SSCA), Phnom Penh International Airport, currently operated by Cambodia Airports, will officially cease operations at midnight on July 9, 2025. All flights and services will transition to the new Techo International Airport.</p>
<p>Located approximately 20 kilometers south of <a href="https://www.youtube.com/watch?v=o1xEYZ3p5_w">Phnom Penh</a> and spanning parts of Kandal and Takeo provinces, Techo International Airport covers an area of 2,600 hectares. Its first phase is designed to handle over 15 million passengers annually.</p>

He also underscored the project&#8217;s nearing completion, citing collaborations with world-class partners like Foster + Partners, Heerim Architects &amp; Planners Co., Ltd., and Changi Airport International.</p>
<p>Oknha <a href="https://estatedia.com/techo-takhmao-international-airport-is-now-33-completion/">Charles Van</a>, Director of Cambodia Airports Investment Private Limited (CAIC), spoke to the media after the visit. He emphasized the project&#8217;s unique scale, unprecedented in Cambodia&#8217;s history. He noted that witnessing the construction&#8217;s progress has led some commercial banks to consider further investment.</p>

<p>Construction of Techo International Airport, a US$1.7 billion project nearing completion in Prek Sleng commune, Kandal Steung district (Kandal province) and Bati district (Takeo province), is exceeding 78% progress and on track for its mid-2025 launch.</p>
<p>This significant project, developed by Cambodia Airports Investment Private Limited (CAIC) &#8211; a joint venture between OCIC and the State Secretariat of the Cambodian Civil Aviation Authority established in 2018 under the guidance of Samdech Techo Hun Sen, former Prime Minister and current President of the Senate.</p>

										<content:encoded><![CDATA[<p>PHNOM PENH: Emirates, the largest airline in the Middle East, reconnected its flight with Cambodia&#8217;s Phnom Penh capital through Singapore on May 1.</p>
<p>H.E. Dr. Mao Havannall, Minister in Charge of State Secretariat of Civil Aviation, hailed the Emirates flight resumption with Phnom Penh and was optimistic of increasing arrivals of both tourists and investors from the United Arab Emirates as well as the Middle East at large.</p>

<p>Emirates Executive Vice President for Passenger Sales and Country Management Mr. Nabil Sultan said that Cambodia&#8217;s rich cultural heritage and growing economy make the country an attractive destination for travel and business.</p>
<p>Emirates&#8217; Singapore-<a href="https://www.youtube.com/watch?v=o1xEYZ3p5_w">Phnom Penh</a> air route can also support trade and commerce as well as import and export among Singapore, Cambodia, and the United Arab Emirates, he added.</p>
<p>CEO of Cambodia Airports Mr. Cyril Girot sees the move as an opportunity for travellers into and out of Cambodia to the Middle East that will further enhance their travel experience. Emirates launched its first flight from Dubai to Phnom Penh in 2017 and suspended its operation in 2021 due to COVID-19.</p>

<p>According to Skytrax Airline Customer Reviews, the Siem Reap Airport of Cambodia was ranked 19th with a score of 3.50, just behind Canada’s Vancouver Airport and before the United Kingdom’s Glasglow Prestwick with the ratings of 3.54 and 3.50, respectively.</p>
<p>&#8221; […] This recognition reflects the efforts of Siem Reap Airport to enhance its Wi-Fi infrastructure and provide travellers with enhanced connectivity options while passing through the airport,” said Seasia online source.</p>
<p>Airports of two other Southeast Asian countries – Hanoi Airport of Vietnam and Changi Airport of Singapore – also stood on the list with the 6th and 8th positions in the global rankings, respectively.</p>
<p>“The inclusion of Hanoi Airport, Changi Airport, and Siem Reap Airport in the list of top global airports with the best Wi-Fi connectivity underscores the region&#8217;s commitment to delivering exceptional passenger experiences and staying at the forefront of technological advancements in airport services. As airports continue to prioritise digital connectivity, travellers can expect seamless Wi-Fi experiences that enrich their journeys and ensure smooth transitions between destinations,” Seasia underlined.</p>
<p>Ljubljana Airport of Slovenia topped the list with a rating of 4.46, followed by Hong Kong Airport of China’s Hong Kong Special Administration Region, which gained a score of 4.25, and Helsinki Vantaa Airport of Finland with 4.24.</p>

										<content:encoded><![CDATA[<p>PHNOM PENH: The first phase of the Techo International Airport (IATA Code KTI), located in Kandal and Takeo provinces, was 66.1 percent completed as of Feb. 27, according to a report from the State Secretariat of Civil Aviation.</p>
<p>The airport construction will finish in October this year as works are proceeding as planned, read the report. “The airport&#8217;s official commencement is set for mid-2025,” the same source pointed out.</p>
<p>The report added that the construction of the main infrastructure of the Techo International Airport project was completed as planned.</p>

<p>The construction of terminals is now 58.6 percent completed, power supply centres 76.8 percent, air field related works 64.4 percent and air traffic control tower 100 percent.</p>
<p>Managed by Cambodia Airport Investment Co., Ltd., the project is a public-private partnership between Overseas Cambodian Investment Corporation with a 90 percent stake and the remaining 10 percent belongs to the State Secretariat of Civil Aviation.</p>
<p>The Cambodia Airport Investment has spent a total construction cost of US$961 million.</p>
<p>As a large-scale international airport level/Class 4F, built over 2,600 hectares of land, this airport is divided into three phases of construction – Phase 1 from 2020 to 2030, Phase 2 from 2030 to 2050 and Phase 3 from 2050 onwards.</p>
<p>KTI in the first phase will be capable of handling a maximum of 13 million passengers and 175,000 tonnes of cargo per year.</p>

										<content:encoded><![CDATA[<p>PHNOM PENH: Emirates Airlines will bring back its daily Phnom Penh service starting from May 1 via Singapore, boosting the airline’s Southeast Asian connectivity to/from Dubai, and linking two trade and leisure centres in the region, a press release issued on Feb. 29.</p>
<p>Emirates thanks the Cambodian and Singaporean authorities for their support in establishing this new route, said Adnan Kazim, Emirates’ Deputy President, and Chief Commercial Officer.</p>
<p>“The resumption of our Phnom Penh services demonstrates our commitment to strengthening our Southeast Asian network, as we continue to create more opportunities for travelers to explore diverse and culturally rich destinations, and help businesses and exporters of all sizes establish stronger trade connections,” Adnan Kazim said.</p>
<p>The service will be operated with a three-class Boeing 777-300ER aircraft.</p>
<p>Emirates’ flight EK348 will depart Dubai at 0230hrs and arrives in Singapore at 1405hrs. The flight will then depart Singapore at 1535hrs arriving in Phnom Penh at 1635hrs.</p>
<p>Emirates’ return flight EK349 will leave Phnom Penh at 2050hrs and arrives in Singapore at 2350hrs. The flight will then depart Singapore at 0140hrs the next day arriving in Dubai at 0455hrs. All times are local.</p>
<p>Phnom Penh’s linked schedule with Singapore is conveniently timed, providing optimal connecting opportunities to and from multiple cities in France, UK, Germany, Switzerland and the United States.</p>

										<content:encoded><![CDATA[<p>PHNOM PENH: Under the Airport Carbon Accreditation (ACA), introduced in 2009 on the initiative of the Airports Council International (ACI), Phnom Penh International Airport has reached Level 3 certification of a program aiming at reducing greenhouse gas emissions, read a press release issued on Monday.</p>
<p>The program, independently verified, has 7 levels of certification: Mapping, Reduction, Optimisation, Neutrality, Transformation, Transition, and level 5. Since the 28th United Nations Climate Change Conference (COP 28), ACI introduced this new level 5 accreditation, awarded at this point to only 10 airports worldwide, among them 4 airports developed and operated by VINCI Airports, the parent company of Cambodia Airports, the concessionaire of the international airports in Phnom Penh and Sihanoukville.</p>

<p>The ACA program requires the monitoring of the airport&#8217;s carbon footprint and the implementation of actions to reduce the footprint over the years.</p>
<p>To achieve its targets, the airport has invested heavily in highly efficient chiller systems for central air conditioning, replaced all light sources with LED technologies, or reduced the use of diesel ground generators.</p>
<p>The upgrade to level 3 of Phnom Penh International Airport results from associating third parties, such as restaurants, fuel suppliers, and airliners, into the program, further curbing carbon footprint emissions.</p>
<p>On another front, Cambodia Airports has deployed a comprehensive program aiming at waste management, streamlining water consumption, and protecting natural resources and biodiversity. It also includes the building of a waste sorting facility to recover recyclable wastes and separate food waste from the rest, and the replacement of waste bins to promote waste segregation at the source.</p>
<p>Cyril GIROT, CEO of Cambodia Airports, said that being a pioneer and a leader in environmental actions is a key strategy for Cambodia Airports, powered by VINCI Airports and doubling down the ACA program, Phnom Penh Airport has successfully been certified ISO 14001 in December 2023.</p>
<p>“The achievements demonstrate our strong commitment to coping with the challenges of global climate change. I want to express my appreciation to our personnel and partners for actively taking part in these environmental initiatives, contributing to all communities, and making real positive mobility,” Cyrill GIROT said.</p>

<p>The airport started its commercial operation on Oct. 16 with daily 34 flight movements, according to the State Secretariat of Civil Aviation.</p>

<p>“This new opportunity will become a strong and important potential for tourism in Siem Reap province as well as in the country as a whole. This will attract investors as well as provide local economic benefits for the people,” Samdech Thipadei Hun Manet said on Oct. 31 on his Telegram channel.</p>
<p>Covering an area of 700 hectares in Tayek commune of Sotr Nikum district, about 50 kilometers from Siem Reap provincial city, the SAI has been invested by the Angkor International Airport Investment (Cambodia) Co., Ltd., an affiliate of China’s Yunnan Investment Holdings Ltd. with a total investment of US$1.1 billion.</p>

<p>As a 4E-level international airport that can accommodate long-distance flights from across the globe with a 3,600-meter runway and 38 berths, SAI is able to manage seven million passengers annually and is expected to increase its capacity to a staggering 12 million passengers a year from 2040.</p>
<p>Cambodia’s famed Angkor Archaeological Park sold entrance passes to 539,561 foreign tourists in the first nine months of this year, earning US$24.95 million, an increase of 365 percent compared to the same period last year.</p>

<p>Cyril Girot, Chief Executive Officer of Cambodia Airports, a subsidiary of VINCI Airports, the world’s leading private airport operator, said: “Our airports teams work tirelessly on attracting new airlines or luring them back, and increasing flights; therefore, seeing the landing of the resumption Qatar Airways flight at Phnom Penh International Airport is an invaluable reward for them.”</p>
<p>Recently, the Cambodian Prime Minister Hun Manet showed his confidence that tourism will rebound in 2023. He pointed to the fact that Cambodia had already received 3.5 million international tourists in the first eight months of the year, an increase of 50.8% compared to the same period in 2022.</p>
<p>Domestic tourism has also seen a strong recovery, with 12.38 million visitors recorded in the first eight months of 2023, an increase of 62.5% over the same period in 2022.</p>
