										<content:encoded><![CDATA[<p>PHNOM PENH: Metra Estate Legacy, Cambodia’s first “Attainable Value Housing” project, was officially launched today in Chbar Ampov district, marking a major step toward the country’s SDG goals by delivering affordable, quality, and well-located homes for middle-income families, while helping to raise living standards in urban centres.</p>
<p>The launching ceremony was presided over by H.E. Tep Thorn, Secretary of State at the Ministry of Land Management, Urban Planning and Construction, who praised the pioneering project.</p>
<p>He spoke highly of Metra Estate Legacy’s project directly in line with the Royal Government of Cambodia&#8217;s policy, through the Ministry of Land Management, to assist middle-income families in gaining access to affordable and quality homes.</p>

<p>“This project provides an important solution for the backbone of our economy – working families who deserve the dignity of homeownership, contribute to achieving the SDG target by providing affordable, quality, and well-located housing for the middle-income segment and improving living standards, H.E. Tep Thorn said in his opening remarks.</p>
<p>This milestone achievement – driven by word-of-mouth, walk-ins, and pre-launch Open House events for Cambodian employees of strategic partners – highlights a major gap in Cambodia’s housing market: the lack of quality, well-located homes at prices affordable to middle-income families, who account for 40 percent of total housing demand yet remain largely underserved.</p>
<p>Mr. Kenn Yeo, CEO of Metra BCCJP Co, Ltd., the developer of Metra Estate Legacy, said the strong take-up of Phase 1A before official launch confirms what industry data has long suggested there is substantial, unmet demand from Cambodia&#8217;s working families.</p>
<p>&#8220;This project proves that serving Cambodia&#8217;s middle-income segment can be both socially impactful and commercially viable,&#8221; noted Mr. Yeo. &#8220;The multiplier effects construction employment, supplier opportunities, financial sector engagement, and pathways for working Cambodian families to be aware that their combined family income makes homeownership attainable extend far beyond the first cohort of residents of this innovative housing development.”</p>
<p>Metra specifically targets households in the P50-P80 segment families earning average combined household incomes of US$900 to US$1,200 monthly from two or more working adults.</p>
<p>This demographic includes teachers, healthcare workers, government officials, small business owners, factory supervisors, and other professionals who form the backbone of Cambodia&#8217;s economy.</p>
<p>According to JICA research, Phnom Penh alone requires approximately 8,000 housing units annually for this segment, with virtually zero quality supply currently available at appropriate price points.</p>

										<content:encoded><![CDATA[<p>PHNOM PENH: The Asian Development Bank (ADB) has approved the second phase of Cambodia’s Energy Transition Sector Development Programme (ETSDP) for US$82.5 million.</p>
<p>Co-financed by the ASEAN Infrastructure Fund, the Asia–Pacific Climate Finance Fund, the Green Climate Fund, and the United Kingdom through the ASEAN Catalytic Green Finance Facility, the programme aims to provide comprehensive support for the country’s clean energy transition by combining policy reforms with investment projects in new technologies.</p>
<p>According to an ADB’s press release on Oct. 7, the first subprogramme, approved in 2022, introduced pivotal policy measures that guided the energy sector toward a more efficient and renewable development pathway.</p>
<p>Building on this foundation, subprogramme 2 advances regulatory reforms to strengthen the energy efficiency framework and enhance policy clarity to attract private sector investment.</p>
<p>A key milestone under the subprogramme is the introduction of the country’s first set of regulations establishing Minimum Energy Performance Standards for electrical appliances, starting with air conditioners, which account for the largest share of energy consumption in the residential sector.</p>
<p>Subprogramme 2 will also establish an Energy Efficiency Revolving Fund aimed at facilitating access to finance for local small and medium-sized enterprises (SMEs) to invest in energy-efficient technologies.</p>
<p>The revolving fund will be set up through a financial intermediation structure to enable local banks to extend loans to SMEs for energy efficiency investments.</p>
<p>By mobilising domestic financial institutions and supporting SMEs, the revolving fund is expected to accelerate the nationwide scale-up of energy efficiency investments.</p>
<p>“ADB is honoured to support Cambodia in its ambitious and transformative journey in the energy sector. Through a comprehensive reform package, combining policy support with strategic investments, the Energy Transition Sector Development Programme will support turning the government’s ambitious vision into reality,” said ADB Acting Country Director for Cambodia Mr. Anthony Gill.</p>
<p>“This includes the goal of achieving 70 percent renewable energy in the power mix by 2030, along with a strong commitment to advancing energy efficiency, which is essential to ensure that Cambodia’s growth remains both sustainable and affordable,” he added.</p>
<p>Subprogramme 2 will be followed by a third phase in 2027, which will further deepen reforms by expanding the energy efficiency regulatory framework and introducing technical standards for renewable energy, buildings, and industry to further attract private sector investment.</p>

<p>The intention was revealed during a meeting between H.E. Dr. Hean Sahib, Advisor to the Prime Minister and Chairman of the Investment Promotion Working Group for the Northeast Provinces, and a senior delegation of the KP Cement Industry Co., Ltd. in Phnom Penh on Aug. 13.</p>

<p>Officially launched in April, the special investment promotion programme 2025-2028 focuses on key sectors, including agriculture, agro-industry, and tourism in the four northeast provinces, which are Kratie, Stung Treng, Rattanakiri, and Mondulkiri.</p>

Set to officially launch in September, the modern, international-standard airport garnered significant interest, highlighting Cambodia&#8217;s growing potential and capabilities.</p>
<p>Oknha Charles Van, Managing Director of Cambodia Airport Investment Co., Ltd. (CAIC), reported that the airport, located in Takhmao City, is over 96% complete and scheduled to open on September 9th. The official inauguration ceremony, under the patronage of His Excellency Samdech Thip Dee Hun Sen, Prime Minister of Cambodia, is slated for October 20, 2025.</p>

<p>Numerous officials, delegations from various institutions, and both national and international journalists have toured the airport. Visitors have consistently praised the new airport&#8217;s luxurious features and appeal, expressing surprise at Cambodia&#8217;s significant investment in such a high-class facility.</p>

<p>Located on an area of more than 2,600 hectares in Prek Sleng commune, Kandal Stung district and Takhmao city, Kandal province, and parts of Bati district, Takeo province, the F4-class Techo International Airport can accommodate large aircrafts such as the Airbus A380 and Boeing 747, and handle up to 13 million passengers per year in the first phase.</p>
<p>The second phase, to be completed in 2030, can accommodate approximately 30 million passengers per year; and the final phase, to be finished in 2050, can handle up to 50 million passengers per year.</p>

<p>Prime Minister <a href="https://estatedia.com/the-west-educated-prime-minister-hun-manets-rise-to-power/">Hun Manet</a> expressed immense pride in this transformation during the inauguration of the new Conch KT Cement (Phnom Penh) Co., Ltd. factory in Kampong Speu province. He recalled that prior to 2007, Cambodia was entirely dependent on cement imports from countries like Thailand, Vietnam, Indonesia, and the Philippines.</p>

The country has also taken its first steps into international markets, with over 30,000 tonnes of cement exported to Thailand in 2024.</p>
<p>Prime Minister Hun Manet urged the Ministry of Mines and Energy and the Cambodian Cement Manufacturers Association to actively intensify efforts to explore additional international markets for Cambodian cement. He also advised the ministry to carefully assess proposals for limiting new cement licenses. This strategic approach aims to maintain a competitive market environment and prevent potential business setbacks within the industry.</p>

Together, they boast an impressive annual production capacity of around 11 million tonnes.</p>
<p>According to H.E. <a href="https://estatedia.com/tag/h-e-keo-rattanak/">Keo Rottanak</a>, Minister of Mines and Energy, three additional cement plants are currently under construction in Kampot, Battambang, and Kratie provinces. Once completed, these new facilities are projected to add another 5 million tonnes to the country&#8217;s annual capacity.</p>

With an investment of US$250 million, the plant has an annual production capacity of approximately 2.2 million tonnes of cement. It is expected to create 450 direct jobs and around 1,000 indirect jobs.</p>
<p>This new facility marks the second major cement <a href="https://estatedia.com/category/investment/">investment</a> by the Conch Group in Cambodia. Their first venture, Battambang Conch Cement Co., Ltd., a joint venture inaugurated in 2018, has an annual production capacity of 2 million tonnes.</p>
<p>Prime Minister Hun Manet emphasized that this new factory would significantly boost Cambodia’s cement production, ensuring the country continues to meet its domestic needs. <p>The first quarter of 2025 data indicates that the supply stood at over 1.1 million square meters at the close of 2024 and is projected to grow to 1.38 million square meters by year-end. This quarter alone saw an approximate 6 percent increase in available office space.</p>

<p>The CBRE report also highlighted the prevalence of supplementary office buildings, followed by C-Grade and B-Grade options, while A-Grade properties remain the least common. Notably, rental costs have shown little fluctuation in recent years.</p>
<p>Grade A offices are holding steady at around $25 per square meter, consistent with 2024 figures. Grade B spaces range from $20 to $22 per square meter, and Grade C offices are priced between $10 and $15 per square meter.</p>
<p>Interestingly, the demand for office space in <a href="https://www.youtube.com/watch?v=o1xEYZ3p5_w">Phnom Penh</a> is primarily concentrated in the Grade B and C categories. <p>The announcement was made by Prime Minister Samdech Moha Borvor Thipadei Hun Manet while presiding over a ceremony marking the 80th anniversary of the National Police of Cambodia (May 16, 1945 – May 16, 2025), held this morning at the Police Academy of Cambodia in Kean Svay district, Kandal province.</p>

<p>The Premier’s remarks came in response to recent social media speculation suggesting the airport would be sold to a private company following the transfer of its operations to the new Techo International Airport in July this year.</p>
<p>“The land of<a href="https://www.youtube.com/watch?v=o1xEYZ3p5_w"> Phnom Penh</a> International Airport has always belonged to the state and continues to do so,” he stated. “SCA (Cambodia Airports) held only the rights to operate the airport, while ownership remains with the government.”</p>
<p>Samdech Thipadei also stressed that any development on the airport land must adhere to three key principles: preserving its historical value, serving the public interest, and ensuring it remains government property.</p>

<p>According to the State Secretariat of Civil Aviation (SSCA), Phnom Penh International Airport, currently operated by Cambodia Airports, will officially cease operations at midnight on July 9, 2025. All flights and services will transition to the new Techo International Airport.</p>
<p>Located approximately 20 kilometers south of <a href="https://www.youtube.com/watch?v=o1xEYZ3p5_w">Phnom Penh</a> and spanning parts of Kandal and Takeo provinces, Techo International Airport covers an area of 2,600 hectares. Its first phase is designed to handle over 15 million passengers annually.</p>
