										<content:encoded><![CDATA[<p>PHNOM PENH: The Ministry of Public Works and Transport (MPWT) has sought potential investors for the development of the Sihanoukville Logistics Complex, a major infrastructure initiative with an aim to strengthen Cambodia’s transport and supply chain capacity.</p>
<p>According to an MPWT’s statement issued on Feb, 25, the Royal Government plans to implement the project through a public-private partnership (PPP) model covering design, construction, financing, operations and maintenance.</p>
<p>The Royal Government has appointed the International Finance Corporation (IFC) as lead transaction advisor to structure and implement the project.</p>
<p>The proposed facility, to be located in Sihanoukville, forms part of the country’s broader strategy to enhance trade competitiveness and economic diversification under national industrial and logistics development policies.</p>
<p>As planned, it will be linked to the Sihanoukville Autonomous Port and is expected to provide integrated, value-added logistics services for cargo moving through the port, with long-term plans to connect to a wider national network of logistics hubs.</p>
<p>Interested sponsors are required to submit documentation outlining their experience, company profile and relevant projects by March 2026. Submissions must be made electronically via email.</p>

										<content:encoded><![CDATA[<p>PHNOM PENH: The Ministry of Public Works and Transport (MPWT) reviewed on Feb. 3 progress in implementing its national electric vehicle (EV) policy to ensure that the EV sector contributes to sustainable transport and environmental goals outlined in the national policy.</p>
<p>The meeting was chaired by H.E. Peng Ponea, Minister of MPWT and Chairman of the Inter-Ministerial Technical Committee, and attended by senior ministry officials, representatives from relevant ministries and institutions, and government officials.</p>
<p>The meeting focused on monitoring and evaluating the implementation of the National Policy on the Development of the Electric Vehicle Sector 2024-2030, based on progress reports and implementation plans submitted by relevant ministries and institutions.</p>

<p>Participants also discussed challenges and opportunities arising during implementation, as well as possible solutions to ensure smoother execution of the policy.</p>
<p>In addition, the committee outlined priorities and directions for the next six months to further strengthen the effective rollout of the policy’s action plan.<br />
H.E. Phan Rim, Spokesperson for the MPWT, said the development of EVs is a rapidly expanding global trend, with Cambodia beginning to see steady growth in EV registrations.</p>
<p>“EVs are vehicles powered by electric motors and use batteries for energy storage,” he said, noting that EVs are generally classified into three categories: battery electric vehicles (BEVs), hybrid electric vehicles (HEVs), and plug-in hybrid electric vehicles (PHEVs).</p>

On the afternoon of July 16, H.E. <a href="https://estatedia.com/tag/peng-ponea/">Peng Ponea</a>, Cambodia&#8217;s Minister of Public Works and Transport, revealed plans for this ambitious project, which will link Kep province to Siem Reap.</p>
<p>The primary aim of this initiative is to facilitate the movement of both goods and tourists between the coastal region and the country&#8217;s prominent cultural hub. This strategic development is expected to have a substantial impact on Cambodia’s economy.</p>

<p>Minister <strong>Peng Ponea</strong> made the announcement during a ceremony to officially appoint Mr. <strong>Leum Rasmey</strong> as the new Director of the Siem Reap Provincial Department of Public Works and Transport, succeeding the retiring Mr. Ky Virin.</p>
<p>During the event, H.E. Peng Ponea emphasized the Royal Government&#8217;s unwavering commitment to robust transport infrastructure development. He described it as a cornerstone for achieving Cambodia’s 2050 vision of becoming a high-income nation.</p>

<p>As part of these efforts, the ministry is dedicated to delivering new advancements across all transport sectors, including roads, bridges, railways, waterways, ports, and logistics. A key focus will be on improving infrastructure quality and expanding intermodal connectivity, seamlessly linking existing roads with rail, waterways, and ports.</p>
<p>“The study and development of <a href="https://estatedia.com/tag/cambodia-railway/">railway</a> and waterway networks remain key projects under our new mandate,” the Minister stated. He elaborated that the proposed Kep-to-Siem Reap waterway would enable the efficient transport of goods and tourists from the southern coast, through the Tonle Sap Lake, and onwards to Siem Reap.</p>
<p>If successful, this project is anticipated to significantly contribute to Cambodia’s economic development, aligning with the Royal Government&#8217;s vision, policies, and the “<a href="https://estatedia.com/cambodia-to-adopt-pentagon-strategy-for-more-development/">Pentagonal Strategy</a>” of the seventh mandate.</p>

<p>Last week, both the Ministry of Land Management, Urban Planning and Construction, and the Ministry of Public Works and Transport, separately convened with AIIB technical teams. These discussions centered on reviewing the preliminary study for the metro network, including expert input and progress assessments.</p>

<p>Following these meetings, site visits are planned to key locations across <a href="https://www.youtube.com/watch?v=o1xEYZ3p5_w">Phnom Penh</a>, such as bus terminals, railway stations, both existing and planned airports, and new development zones. These visits will help determine priority routes and intersections for detailed feasibility studies, ultimately informing the development of an effective urban public transport network.</p>
<p>The preliminary study, formalized through a Memorandum of Understanding between the Ministry of Public Works and Transport and AIIB in September 2024, builds upon previous transportation studies conducted by the ministry and Phnom Penh Municipality, including light rail, automated guided transit, bus rapid transit, and tramways.</p>

<p>During the discussions, Standing Secretary of State Koy Sodani conveyed a message from Cambodian Public Works and Transport Minister Peng Po to his Thai counterpart, emphasizing the importance of rail cooperation.</p>
<p>The Thai-Cambodian Friendship Railway Bridge, completed in 2015, and the two countries&#8217; railways were reconnected on September 19, 2016 to connects the road from <a href="https://estatedia.com/tag/phnom-penh-siem-reap-poipet-expressway/">Poipet</a> to Aranyaprathet, has already significantly improved cross-border connectivity.</p>

Inter-ministerial collaboration has been instrumental in expediting preparations, ensuring the project is on track for its August 5th inauguration under the leadership of Prime Minister Hun Manet.</p>
