The announcement was made during a launching event on January 14, 2024 presided over by Minister HEM Vanndy, with the participation of representatives from ministries-institutinos, private sector, domestic and international organizations, including the World Intellectual Property Organization (WIPO) and the Japan Patent Office (JPO).

The new online filing service streamlines the process of registering patents, utility models, and industrial designs, making it more accessible and efficient. This is part of Cambodia’s ongoing efforts to strengthen its IP framework, aligning with international standards and ensuring the protection of Cambodian and international innovations in global markets.

Mr. Hem Vandy said: “The launch of this online registration service is another step in modernizing the industrial property system”.

He added that the new system will allow applicants to apply for intellectual property rights online faster and more conveniently, day or night, anytime or anywhere, and pay for services online without having to meet in person, which reduces time and costs for businesses.”

He continued that intellectual property plays a key role in promoting innovation, creativity, trade and the development of new industries for long-term economic growth.

Minister Hem Vandy added that “Intellectual property is not just about protecting individual rights, but it is the foundation of an innovation ecosystem that nurtures and nurtures creativity, creating solutions to human challenges, and creating collaboration to find new ideas that can lead to great creativity and innovation.”

In April 2024, The Ministry of Industry, Science, Technology & Innovation (MISTI) announced the launch of the Intellectual Property and Industrial Design Patents and Designs Data on the Department of Industrial Property website for the benefit of the public and the ASEAN community.

This new online service system is a new step towards full digitalization to make it easier for businesses, entrepreneurs, and innovators to protect their intellectual property and build a more prosperous national innovation ecosystem.

The meeting resulted in the adoption of the draft Cambodia Standard for Rice Liquor, demonstrating the NSC’s commitment to elevating the quality and marketability of Cambodian products. While recognizing the National Institute of Standards’ role as the coordinating body, Minister Vanndy stressed the collaborative nature of the NSC, emphasizing the contributions of sectoral committees in driving national standards development.

The 28th NSC meeting reaffirms the government’s strategic focus on building a comprehensive standardization framework to propel Cambodia’s growth in both domestic and international markets.

Cambodia’s exports surged in the first half of 2024, reaching US$12.29 billion, a 12.6% increase compared to the same period last year. The United States remained the top destination for Cambodian exports.

Cambodia’s main exports include garments, machinery, electrical equipment, footwear, leather goods, grains, furniture, rubber, fruits, vegetables, pearls, toys, and textiles. The garment, footwear, and travel goods industry remains the country’s leading source of foreign income.

According to MISTI, during the meeting, Dr. Cai Yunlong, Chief Executive Officer of Hainan Litree Purifying Technology, reported that established in 1992, the company is renowned for its expertise in membrane technology as it has established a global footprint with distribution agents operating in multiple countries.

The company’s flagship “Litree Brand” water purification equipment is widely acclaimed for its efficacy in municipal water supply, industrial water reuse, and household drinking water purification, benefitting over 3 million households globally, he added.

In Cambodia, he continued, Litree’s UF membrane products are currently deployed across various provinces and cities, contributing to a drinking water treatment scale of 11,000 m³/d. Looking ahead, the company plans to inject US$50-100 million into Cambodia’s water supply industry over the next 3-5 years.

Minister Vanndy welcomed the company’s initiative to expand its investment in Cambodia’s potable water supply, particularly in underserved areas lacking access to public or private water services.

Emphasising MISTI’s dedication to promoting technology adoption across public and private sectors, Minister Vanndy encouraged Litree to explore opportunities for bulk water supply to private water operators, leveraging their technological prowess and proven track record.

Through this meeting, Hainan Litree expressed its commitment to contribute to addressing clean water issues and preserving water resources through innovative membrane systems, containerised solutions, and public water safety services, aligning with Cambodia’s goals for sustainable development and environmental stewardship.

The report by the Ministry of Industry, Science, Technology, and Innovation showed that by 2023, 241 new factories were opened and 98 factories were closed.

Factories operating nationwide have total investment capital of US$18.56 billion, up 11.24 percent from 2022, it said.

The value of factories’ production volume was US$16.36 billion last year, an increase of US$531 million, or 3.35 percent compared to a year earlier, it added.

The industrial sector contributed about 7.7 percent to the economic growth in 2023, said H.E. Hem Vandy, Minister of Industry, Science, Technology and Innovation.

“For 2024, the industrial sector is projected to continue to grow at around 8.5 percent due to the expected recovery of the garment sub-sector while the non-garment manufacturing sub-sector continues to maintain strong growth,” he underlined at an annual meeting held on Feb. 20.

The garment, footwear, and travel goods industry is the largest foreign exchange earner for Cambodia. The sector currently consists of roughly 1,300 factories and branches, employing nearly 900,000 workers, mostly female.

The opening ceremony of the three-day conference was held on Feb. 1 under the presidency of H.E. Cambodia has currently 472,946 hectares of cashew plantations and a total yield of 709,419 tonnes, while the export of raw cashew nuts to the international market is about 656,000 tonnes.

Major markets for Cambodian raw cashew nuts include China, Japan, Bangladesh, India, Vietnam, and Thailand, whereas processed cashew nuts are exported to China, the Czech Republic, Japan, South Korea, the Netherlands, Vietnam, and the U.S.

The Royal Government of Cambodia is committed to turning Cambodia into the world’s leading cashew processing and exporting country.

Cambodia has raw materials, but limited processing capabilities, so the country is working hard to attract more investors to process local raw materials for export, thus generating jobs for the locals and adding value to the produce.

Sovann expressed eagerness to continue collaborating with the Ministry of Industry and outlined plans to participate in the upcoming National Day of Science, Technology, and Innovation, showcasing Huawei’s latest technological advancements.

Minister Vandy proposed joint initiatives such as the Huawei Technology Award Program, modeled after the Cambodian Entrepreneur Award, to incentivize tech adoption among Cambodian SMEs. He further encouraged Huawei to spearhead the development of Cambodia’s electric vehicle sector by partnering with the Cambodian Standards Institute to establish national EV standards.

To drive efficiency and transparency, the Minister also urged collaboration with the Ministry of Industry to promote open data implementation, highlighting the significance of big data sharing for Cambodia’s economic growth.
