The State Secretariat of Civil Aviation (SSCA) announced the target launch date following a meeting on May 2nd of the Steering Committee overseeing the airport’s operational readiness.

As of April 2025, Phase 1 of the ambitious project has reached 96 percent completion, signaling significant progress towards the highly anticipated opening. The Level 4F airport, designed to accommodate long-haul international flights and large aircraft like the Airbus A380-800 and Boeing 747-800, spans a vast 2,600 hectares across Kandal and Takeo provinces.

The Steering Committee, chaired by H.E. Dr. Mao Havannall, Minister in Charge of the SSCA, convened to review crucial certification and operational requirements. H.E. Sinn Chanserey Vutha, SSCA Secretary of State and Spokesperson, expressed optimism, stating, “If all goes according to plan, the airport will begin operations on July 10, 2025, welcoming both domestic and international travellers.”

The Techo International Airport is a development spearheaded by Cambodia Airport Investment Co., Ltd. (CAIC), a joint venture between the Royal Government of Cambodia and the Overseas Cambodian Investment Corporation (OCIC), 1 a prominent Cambodian conglomerate.

The inaugural flight was welcomed at Phnom Penh International Airport by high-ranking officials, including the Minister of Civil Aviation, the Minister of Tourism, the Chinese Ambassador, and tourism representatives.

To celebrate the occasion, passengers were greeted with traditional Cambodian dances and presented with Krama scarves and jasmine garlands.

Ambassador Wang Wenbin highlighted the flight resumption as a crucial step in strengthening tourism cooperation and people-to-people exchanges between the two nations. He noted that Chinese flights to Cambodia have already reached over 60% of pre-pandemic levels.

China is a major source of tourism revenue for Cambodia, ranking third after Thailand and Vietnam. In the first eleven months of 2024, the country welcomed 769,775 Chinese visitors, a 54.5% increase compared to the same period last year.

Dara Sakor International Airport, a US$200 million investment by the Chinese firm Tianjin Union Development Group, covers an initial area of 218 hectares with plans for future expansion on an additional 1,000 hectares of land.

The airport is projected to handle 7 million passengers and 10,000 tonnes of cargo annually in the short to medium term, with ambitious targets of 20 million passengers and 60,000 tonnes of cargo per year by 2030-2050.

The opening of Dara Sakor Airport is expected to have a profound impact on Koh Kong province, boosting tourism, economic development, and overall accessibility to this beautiful coastal region.

H.E. Dr. Mao Havannall, Minister in Charge of State Secretariat of Civil Aviation, hailed the Emirates flight resumption with Phnom Penh and was optimistic of increasing arrivals of both tourists and investors from the United Arab Emirates as well as the Middle East at large.

Emirates Executive Vice President for Passenger Sales and Country Management Mr. Nabil Sultan said that Cambodia’s rich cultural heritage and growing economy make the country an attractive destination for travel and business.

Emirates’ Singapore-Phnom Penh air route can also support trade and commerce as well as import and export among Singapore, Cambodia, and the United Arab Emirates, he added.

CEO of Cambodia Airports Mr. Cyril Girot sees the move as an opportunity for travellers into and out of Cambodia to the Middle East that will further enhance their travel experience. Emirates launched its first flight from Dubai to Phnom Penh in 2017 and suspended its operation in 2021 due to COVID-19.
