PHNOM PENH: The Council for the Development of Cambodia (CDC) reaches a deal to expand its public service payment system, cdcOSP, through ACLEDA Bank Plc., a leading commercial bank in the country.
Secretary General of the CDC General Secretariat H.E. Kong Vimean presided over the signing of a memorandum of understanding by Deputy Secretary General of the CDC General Secretariat H.E. Heang Sotheayuth and President and Group Managing Director of ACLEDA Bank Plc. Dr. In Channy at the CDC headquarters, Phnom Penh.
With the agreement, users of CDC’s services can perform their payment transaction for CDC through the cdcOSP from ACLEDA Bank.

The cdcOSP, operational since July 2024, is a payment system developed by CDC to streamline the collection of public service fees by integrating digital payment solutions, allowing transactions through various methods, including BakongKHQR of the National Bank of Cambodia, mobile banking applications, VISA, and MasterCard.
It is part of the broader investment project management system initiated by CDC, known as the cdcIPM data hub, to streamline and digitise investment procedures, making it easier for businesses to invest in Cambodia.
Following its first nine-month rollout, the cdcOSP contributed to collecting approximately 5.7 billion Riel in revenue, roughly 35 percent of the public service revenue generated by CDC.
The CDC is also set to connect its cdcIPM data hub with the Cambodia data exchange (CamDX), document verification tool (verify.gov.kh), the data exchange of the Ministry of Interior (MoIDX), the Non-Fiscal Revenue Management Information System (NRMIS), and other digital systems and platforms of other government ministries and institutions.
The endeavour is the priority of the Royal Government of Cambodia to modernise public service delivery and administrative and resource management in the country.
