										<content:encoded><![CDATA[<p>PHNOM PENH: Cambodia is seeking to secure a proposed US$2 billion investment framework with the Asian Infrastructure Investment Bank (AIIB), following a high-level meeting in the capital on April 1.</p>
<p>The initiative was discussed during a meeting between Deputy Prime Minister and Minister of Economy and Finance H.E. Dr. Aun Pornmoniroth and AIIB President Ms. Zou Jiayi, who is on her first official visit to Cambodia.</p>
<p>The discussions focused on the Country Cooperation Framework (CCF) for 2026-2030, expected to guide investments across priority sectors.</p>

<p>H.E. Dr. Aun Pornmoniroth highlighted the importance of the framework in addressing Cambodia’s growing infrastructure needs, particularly amid global economic uncertainty and geopolitical tensions.</p>
<p>Cambodia, a founding member of the AIIB since 2016, has received sustained support through loans and grant financing, including assistance during the COVID-19 pandemic.</p>
<p>Ms. Zou Jiayi reaffirmed the AIIB’s commitment to accelerating project approvals and supporting Cambodia’s development priorities, including clean energy, through new financing instruments.</p>
<p>Commenting on the development, economist Dr. Darin Duch said the framework would be vital in maintaining Cambodia’s growth trajectory.</p>
<p>“The US$2 billion CCF is crucial because it provides capital for infrastructure development. Cambodia is able to maintain ongoing projects such as transport, logistics, and digital infrastructure, which are key drivers for economic productivity, trade competitiveness, and inclusive growth,” he said.</p>
<p>He added that the framework could also support Cambodia’s energy transition.</p>
<p>“There is a potential to support clean energy, including solar, hydropower, and grid modernisation, while reducing dependency on imported fossil fuels. This is conducive to enhancing energy security and reducing costs in the long run,” he noted. 										<content:encoded><![CDATA[<p>PHNOM PENH: H.E. Dr. Aun Pornmoniroth, Deputy Prime Minister and Minister of Economy and Finance, has affirmed that Cambodia’s economy is expected to grow steadily in 2026 despite external challenges, with growth projected to reach around 5 percent.</p>
<p>Speaking at a parliamentary workshop on “Building the Macroeconomic Policy Framework and Public Financial Policy for Drafting the Law on the National Budget 2026,” held on Nov. 10 at the National Assembly Palace, H.E. Dr. Aun Pornmoniroth cited estimates from international institutions such as the IMF, World Bank, ADB, and AMRO, which forecast Cambodia’s GDP growth at 4.8 to 4.9 percent in 2025.</p>

<p>The Deputy Prime Minister attributed the growth to solid performance in the industry, services, and agriculture sectors.</p>
<p>He outlined five main priorities of the 2026 budget: safeguarding sovereignty and peace while maintaining macroeconomic stability; accelerating human resource and institutional development; promoting competitiveness through innovation and digital transformation; improving fiscal efficiency through better revenue and expenditure management; and expanding social protection for vulnerable groups.</p>
<p>H.E. Dr. Aun Pornmoniroth reaffirmed the government’s commitment to carry out key reforms in public administration, education, health, local governance, and the judiciary under the Pentagonal Strategy – Phase 1, led by Prime Minister Samdech Thipadei Hun Manet.</p>

<p>He added that the draft law on the national budget for 2026 reflects the government’s commitment to macroeconomic stability, fiscal sustainability, and inclusive development.</p>
<p>“The national budget is not only a financial document but also a roadmap for Cambodia’s sustainable and inclusive growth,” H.E. Aun Pornmoniroth praised the GDCE&#8217;s leadership and staff for their impressive performance despite global challenges, including the slow economic recovery, the ongoing conflicts in Ukraine and the Middle East, and geopolitical tensions. He highlighted the significance of the GDCE&#8217;s achievement in the face of these obstacles.</p>
<p>For 2025, the Deputy Prime Minister outlined several key priorities for the GDCE, focusing on maximizing revenue collection, preventing tax evasion, strengthening compliance and e-commerce management, modernizing the institution, fostering greater collaboration with government agencies and the private sector, and improving overall governance.</p>

<p>“The Ministry of Economy and Finance will issue government bonds through auctions on the National Bank of Cambodia&#8217;s Platform (NBCP) in the amount of KHR500 billion, approximately more than US$123 million,” the ministry said in a press release.</p>
<p>Government bonds are currently auctioned through the NBCP with investors from institutional investors such as banks and insurance companies.</p>
<p>The Ministry of Economy and Finance started issuing government bonds in 2022 as a new financial instrument, enabling the government to augment domestic revenue, thereby reducing the need to borrow from foreign sources for infrastructure development.</p>
<p>The ministry stated that government bonds would enable the state to raise funds for economic development.<br />

										<content:encoded><![CDATA[<p>PHNOM PENH: The Royal Government of Cambodia launched here this morning the National Single Widow (NSW) to contribute to bettering business environment, promoting trade, and enhancing the country’s economic growth.</p>
<p>Addressing the official launching event of NSW, Samdech Thipadei Hun Manet said the NSW will further tighten Cambodia’s competitiveness and resilience for trade and investment.</p>
<p>Samdech Thipadei Hun Manet encouraged all state institutions to join the NSW as now there are only 16 institutions.</p>

<p>“This is the most important goal of the Royal Government as NSW will further strengthen the government-to-government, government-to-business and business-to-business cooperation,” he underlined.</p>
<p>H.E. Dr. Aun Pornmoniroth, Deputy Prime Minister, Minister of Economy and Finance said the US$3.4 million NSW project will allow the exporters-importers to apply for a license, a permit, a certificate, and other documents required for the export-import of goods to the competent ministries and institutions only once in order to receive the authorisation to be used in the fulfillment of customs clearance form through electronic mean.</p>
<p>At the same time, he added, NSW is also connected to the ASEAN Single Window for the electronic exchange of the Certificate of Origin, the ASEAN Customs Declaration Document and other international trade-related documents with ASEAN members and ASEAN dialogue partners.</p>
<p>The Royal Government has announced its commitment to develop this new system to support trade facilitation policies in line with international agreements and international best practices, especially with ASEAN and the World Trade Organisation, said H.E. The meeting focused on strengthening bilateral cooperation in investment, trade, and the development of a Green Special Economic Zone in Cambodia.</p>
<p>Dr. Pornmoniroth expressed his appreciation for the UK&#8217;s support: &#8220;I expressed my deep gratitude for the cooperation between the two countries in the past, especially the UK&#8217;s support for Cambodia&#8217;s exports and the initiative of the Green SEZ project in Cambodia, contributing to the socio-economic development of Cambodia.&#8221;</p>

<p>The UK Minister affirmed their commitment to deeper cooperation: &#8220;Rt Hon. Anne-Marie Trevelyan highly valued the significant progress of the Cambodia-UK cooperation and expressed the UK&#8217;s commitment to further strengthen and expand existing cooperation and promote investment in Cambodia, particularly the development of the Green SEZ and the efforts to attract new British investors to Cambodia.&#8221;</p>
<p>Both parties discussed potential reforms to attract more foreign investment, focusing on areas like business registration, financial support, and debt management.</p>
<p>Trade figures show a slight decrease however, the bilateral trade between Cambodia and the UK reached US$872 million in 2023, a 10.7% decrease compared to the previous year. Cambodia&#8217;s exports to the UK declined by 10.2%, while imports from the UK fell by 15.9%.</p>
