A Cambodian delegation led by H.E. Samheng Bora, Secretary of State, Ministry of Commerce and Chairman of the Export Promotion Task Force, represented Cambodia at the World Cashew Conference 2025.

The participation was made with support of the Cambodia Australia Partnership for Resilient Economic Development (CAPRED).

Cambodia’s delegation included representatives from five leading cashew producers and exporters namely Handcrafted Cashew Nuts Stung Treng (HCST), Khmer Organic Cooperative Co., Ltd, MIRARTH Agri Tech, Welwilling Agricultural Technology, and Unique Noble Trading.

Additional participants were representatives from the Cambodian Cashew Federation, Cambodian Cashew Association, CAPRED, the Council for the Development of Cambodia, and the Ministry of Commerce.

To further promote Cambodia’s cashew industry, the delegation organised a dedicated exhibition booth, showcasing Cambodian cashew products’ quality and export potential.

The booth also served as a platform for business discussions and investment promotion within the sector.

The three-day conference convened over 650 industry stakeholders from 40 countries, including processors, traders, investors, and development partners, to discuss global market trends, the sector’s long-term growth trajectory (2025-2035), advancements in production and processing, and government initiatives to foster industry growth.

The World Cashew Conference 2024 was previously hosted in Siem Reap province, highlighting the country’s increasing role in the global cashew trade.

During the trip, the delegation participated in a market visit and attended the prestigious SIAL Paris Exhibition. Secretary of State Bora engaged in discussions with Cambodian entrepreneurs who had previously participated in the event, gaining valuable insights into their experiences.

The delegation also met with European companies to showcase Cambodia’s potential products, particularly rice, processed foods, and cashew nuts. SIAL Paris, with over 7,500 booths from various regions, attracted an estimated 285,000 attendees.

A significant milestone was achieved during the visit with the signing of a Memorandum of Understanding (MoU) between Tropicam Fruit and Vegetable Co., Ltd. and Overenden / Smarteden. This agreement paves the way for the export of Cambodian rice, cashew nuts, and dried mangoes to the European market later this month.

The Cambodian Ministry of Commerce is optimistic about the potential of these exports to contribute to the country’s economic growth and diversification.

H.E. Ngin Chhay expressed optimism about the potential for further growth in agricultural trade between the two countries. He emphasized the economic benefits of cashew nut exports, which can provide a substantial source of income for local farmers and processors.

Beyond China, Cambodia is actively working to expand its cashew nut exports to other markets, including the United Arab Emirates, Japan, and the European Union.

In the first eight months of 2024, Cambodia exported a total of 560,000 tonnes of cashew nuts to international markets. The country’s National Cashew Policy 2022-2027 aims to position Cambodia as a global leader in cashew nut production and export.

Currently, Cambodia utilizes over 580,000 hectares of land for cashew cultivation, with an average yield of approximately 1.5 tonnes per hectare.

Uon Silot, President of the Cashew Nut Association of Cambodia (CAC), emphasized the need for additional investment to support infrastructure development and promote local processing. He noted that increased local processing can create jobs and reduce reliance on intermediaries.

While Cambodia has achieved significant success in exporting raw cashew nuts, particularly to Vietnam, there is a growing emphasis on developing a domestic market for processed products. This not only adds value to the industry but also contributes to the country’s economic diversification.

Cambodia’s Global Recognition

Cambodia’s rise to the position of the world’s second-largest raw cashew nut producer is a testament to its agricultural prowess. This achievement is a result of various factors, including favorable climate conditions, increased cultivation, and government support for the industry.

By focusing on both domestic consumption and export markets, Cambodia’s cashew nut industry is poised to continue its growth and contribute significantly to the country’s economy.

According to the Ministry of Agriculture, Forestry, and Fisheries, Cambodia’s raw cashew nut exports witnessed a remarkable surge in the first six months of 2024.

The total export value reached nearly $1 billion, significantly surpassing the annual total for 2023. This impressive figure accounted for approximately one-third of Cambodia’s total agricultural exports, solidifying cashew nuts as the Kingdom’s top agricultural export earner.

The move was shared by Mr. Thong Ra, an officer of the United Nations Industrial Development Organisation (UNIDO), in a study visit on July 17.

The enterprises have succeeded in the first phase of expanding their supply in the domestic market and have been proven to be ready to export, especially dried mussels, to international markets, he said.

He added that there is a need for quality and food safety standards for exports of fisheries products to international markets, including the European Union (EU).

According to Mr. Bryan Fornari, the Head of Cooperation of the EU Delegation to Cambodia, the union will work with Cambodia’s Ministry of Agriculture, Forestry, and Fisheries to provide technical support in terms of processing and packing for certified enterprises to export their fisheries products to Europe.

Through the support of the EU, Cambodia has so far exported agricultural products, including Kampot pepper and cashew nuts, to the markets in Europe, he continued.

Enterprises in the Peam Krasop community have the capacity to grow 2,500 to 3,000 tonnes of mussels per year, and the season to harvest them is from November to March.

Besides the Peam Krasop community, two other communities in Kapi and Chroy Pras of the same province are also growing mussels.

On Friday last week, Secretary of State for Commerce, H.E. TOR Pila, convened a meeting to facilitate direct connections between local cashew producers and major supermarkets and marts in Phnom Penh.

The initiative aims to increase the consumption of Cambodian cashew nuts within the country. By bringing together producers and retailers, the government hopes to stimulate demand and create new business opportunities for the cashew industry.

Participants at the meeting included representatives from Aeon, Makro, Lucky, Chip Mong, Thai Huot, Bayon, BigC, Tela, 7-Eleven, and Cambodia Superstore. After sampling the products, several supermarkets expressed interest in partnering with cashew nut enterprises.

Cambodia is a significant global producer of cashew nuts, with over 472,000 hectares of cashew plantations yielding approximately 709,000 tonnes annually.

However, the majority of the crop is exported raw.  The government is keen to increase domestic processing and consumption to add value to the product and create jobs.

The recent 10th World Cashew Conference, held in Siem Reap, highlighted the cashew industry’s potential and attracted international attention to Cambodia. As the country diversifies its agricultural exports, cashew nuts are increasingly seen as a key cash crop alongside rice, rubber, and other commodities.

According to the latest reports from the World Bank, the share of the ASEAN market rose to 20.1 percent of the total in 2023, up from 14.6 percent in 2022, while the share of the EU market declined to 15.6 percent of the total, down from 18.0 percent during the same period.

Goods exports to the ASEAN market increased further, accounting for 28.0 percent of total goods exports, reaching US$1.8 billion, or a 33.1 percent y/y increase during the first quarter of 2024.

Exports of cashew nut, cassava, rubber, and mango products contributed 6.6 percentage points, 5.4 percentage points, 3.6 percentage points, and 2.6 percentage points of the increase in goods export to the ASEAN market, respectively, while the rest of the products contributed 15.0 percentage points.

Unlike the U.S. (and EU) markets, which import mostly Cambodia’s GTF products and bicycles, the ASEAN market largely imports Cambodia’s agricultural commodities, which include cassava, cashew nut, rubber, and mango, which accounted for 25.0 percent, 14.1 percent, 5.7 percent, and 2.4 percent of total goods exports to the market, respectively, during the first quarter of 2024.

Goods exports to the EU, Cambodia’s third largest export market, accounting for 14.3 percent of total exports, reached US$903 million, or an 11.9 percent y/y increase during the first quarter of 2024, driven mainly by exports of garment and rice products.

Of the increase in goods exports to the EU market, garment and rice products contributed 17.8 percentage points and 2.4 percentage points, respectively, while the contribution of bicycle exports contracted by 7.8 percentage points.

Japan, China, the United Kingdom, and rest of the world markets accounted for 5.8 percent, 5.8 percent, 3.3 percent, and 11.3 percent, respectively during the first quarter of 2024.

The U.S., ASEAN, and EU markets accounted for 31.4 percent, 28.0 percent, and 14.3 percent of Cambodia’s total goods exports during the first quarter of 2024, respectively, compared to 33.8 percent, 24.7 percent, and 15.0 percent, respectively in 2023 (and 40.0 percent, 14.7 percent, and 18 percent, respectively in 2022).

So, a rapid expansion of the share of the ASEAN market, driven mainly by non-GTF exports, which rose to 28.0 percent of total during the first quarter of 2024, up from 24.7 percent in 2023 (and 14.7 percent in 2022), will lessen the country’s reliance on the U.S. and EU markets, driven largely by GTF exports.

Cambodia’s agriculture sector has a lot of potential for growth. Cambodia has a large amount of arable land and a large pool of potential agricultural workers, many of whom are currently migrant workers who would prefer to stay closer to home for work.

The Cambodian government has identified agriculture as a key area for development and is investing in infrastructure, research, and extension services to support farmers.There is a growing global demand for food, and Cambodia is well-positioned to take advantage of this demand by increasing its agricultural exports

While rice is the dominant crop, Cambodia is starting to diversify its agricultural production, which will help to reduce its reliance on a single commodity.
