PHNOM PENH-December 16, 2024: Prime Minister Samdech Moha Borvor Thipadei Hun Manet presided over the launch of the “Digital Platform for Onboarding the Informal Economy” today. This platform is a key component of the “National Strategy for Informal Economy Development 2023-2028,” one of the four priority policy programs of the Royal Government’s 7th legislature.
In his address, Prime Minister Hun Manet emphasized the government’s commitment to supporting and facilitating the growth of the informal sector. The digital registration system aims to provide opportunities for informal workers to develop their businesses and improve their livelihoods.
“The primary goal of this digital registration system is to assist informal economy workers, not to burden them,” the Prime Minister stated. “It’s a voluntary process, and we encourage all informal workers to register.”
He assured the public that the registration process will be streamlined and easy to complete. The government’s intent is to gain a better understanding of the informal sector, not to impose additional taxes.
H.E. Hem Vanndy, Minister of Industry, Science, Technology, and Innovation, highlighted the importance of the informal economy in Cambodia’s economic development. He noted that approximately 88.3% of the country’s workforce is engaged in informal employment, as per International Labour Organisation (ILO) data.
By promoting the development of the informal economy, the government aims to reduce poverty, inequality, and boost economic diversification.
