NBC Governor Meets with U.S. Investment Firm Argentem Creek to Discuss Financial Sector Opportunities

PHNOM PENH: H.E. Dr. Chea Serey, Governor of the National Bank of Cambodia (NBC), met with senior executives from U.S.-based investment firm Argentem Creek on Aug. 4 who seek potential investment opportunities in Cambodia’s growing financial sector.

The delegation, led by Mr. Maarten Terlouw, President and Co-Chief Investment Officer, was received at NBC’s headquarters in Phnom Penh capital city. Discussions centred on strategic investments to support Cambodia’s rapidly evolving financial ecosystem.

Argentem Creek, part of the Salmon Group—a Philippines-based fintech operator—is actively expanding its footprint in Southeast Asia, with Cambodia as a key market of interest.

During the meeting, Salmon Group Executive Chairman and Co-Founder Pavel Fedorov outlined the company’s digital finance-driven business model and underscored the role of forward-looking regulations in fostering financial inclusion.

For her part, H.E. Dr. Chea Serey welcomed the firm’s interest in Cambodia, highlighting the country’s investor-friendly policies under its Law on Investment and recent enhancements to financial infrastructure. She also provided strategic guidance for new market entrants, recommending close collaboration with NBC’s technical teams to ensure informed decision-making.

As part of the engagement, the NBC Governor invited the delegation to visit the Preah Srey Içanavarman Museum of Economy and Money to gain deeper insights into Cambodia’s economic and monetary heritage.
