The project will have three phases and an estimated total investment of US$1.5 billion, with the first phase requiring around US$200 million. 

In May of last year, a ground-breaking ceremony was held for the international deep-sea port under the presidency of Deputy Prime Minister H.E. Chea Sophara, Minister of Land Management, Urban Planning, and Construction.
