PHNOM PENH— The Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY), through the Disability Action Council (DAC), signed a milestone Memorandum of Understanding (MoU) with tech enterprise Hybrid Learning Ocean Co., Ltd (iBlooming) on May 30, 2026, targeting the expansion of digital education and AI-driven development for persons with disabilities.
The signing ceremony, held at The Connexion in Koh Pich under the presidency of H.E. Met Makara, Secretary of State and Deputy President of the Disability Action Council (DAC) under the Ministry of Social Affairs, Veterans and Youth Rehabilitation, served as a core anchor for broader sector engagement, drawing simultaneous MoU and MoA partnerships from 31 private firms, media outlets, and educational institutions looking to align future operational ecosystems.

The bilateral agreement centers on deploying digital architecture to build an inclusive socioeconomic environment, with company representative Mr. Onggy Hianata noting that the collaborative framework focuses heavily on investing in advanced tools to drive accessibility and specialized training.
Specifically, the Memorandum of Understanding aims to promote an inclusive society, improve access to quality digital education and skill-building, strengthen the capacity of DAC civil servants, drive digital transformation in public services, and raise public awareness to advocate for the rights and full participation of persons with disabilities

A key driver of the partnership is iBlooming’s core mission to leverage Artificial Intelligence (AI) to enhance living standards across education, cultural, and business frameworks. Under the MoU, this focus on AI and digital infrastructure functions as an investment in local human capital, shifting traditional welfare models toward sustainable digital empowerment.
By integrating AI-backed methodologies, the initiative aims to unlock the economic potential of disabled individuals, establishing a resilient tech-driven ecosystem through public-private cooperation.
