Lower Sesan II Hydropower Plant Powers Millions of Cambodian Households Year-Round

PHNOM PENH: The Lower Sesan II Hydropower Plant, situated in Sesan district, Stung Treng province, stands as a crucial energy source for Cambodia, capable of supplying electricity to an estimated two million households throughout the year.

The 400-megawatt facility, equipped with eight 50-megawatt turbines, generates an average of 1,970 gigawatt-hours of electricity annually. This positions the plant as a major contributor to Cambodia’s energy independence, currently accounting for approximately 20 percent of the nation’s total electricity supply. Its advanced hydropower technology ensures reliable operation across both wet and dry seasons.

Inaugurated in December 2018, the Lower Sesan II plant was constructed on the main stream of the Sesan River. This strategic location provides a consistent water source, allowing for continuous electricity generation, even during the dry season, albeit at a reduced capacity of 30 to 100 megawatts utilising two to three turbines. During the rainy season, all eight turbines can operate at full capacity, reaching the plant’s maximum output of 400 megawatts.

Mr. Deng Yulin, Deputy Director-General and General Manager of the plant, highlighted the facility’s resilience, noting its steady operation despite extreme heat in recent years. He expressed optimism for continued reliable production in 2025 due to favourable water flow conditions.

The electricity generated is distributed through five transmission lines, including four high-voltage 230kV lines connecting to Rattanakiri province and the Stung Treng substation. From the substation, power reaches various provinces, including Kratie, Kampong Cham, and the capital, Phnom Penh.

Mr. Lim Hong, Operations Officer, emphasised the plant’s unique advantage of relying on a continuous river water source, unlike other hydropower plants dependent on seasonal mountain streams.

Constructed with a US$781.52 million investment from a joint venture between Hydrolancang International Energy, Cambodia’s Royal Group, and Vietnam’s Electricity of Vietnam (EVN), the Lower Sesan II Hydropower Plant supplies power to Phnom Penh, Kampong Cham, Kratie, Stung Treng, Mondulkiri, and Rattanakiri provinces.

Beyond its significant energy output, the project has played a vital role in enhancing Cambodia’s energy independence, reducing the need for electricity imports, and ultimately lowering electricity costs for consumers across the country.
