PHNOM PENH: Da Guang Food Group Co., Ltd, a leading Chinese agribusiness enterprise, is looking to establish a major livestock and food processing footprint in Cambodia’s coastal province of Preah Sihanouk, officials said on Wednesday.
The proposal was discussed during a meeting between H.E. Mang Sineth, Governor of Preah Sihanouk province, and a delegation led by Chea Kok Hong, Head of the Project for the Development of Cambodia’s Coastal Provinces, and Zhan Shengxun, CEO of Da Guang Food Group.

Da Guang Food Group, which operates across five provinces in China, specialises in pig breeding, animal feed production, and meat processing. CEO Zhan Shengxun noted that the company’s 2026-2030 international strategy identifies Cambodia, specifically Preah Sihanouk, as a priority investment destination.
“Our focus is on introducing high-quality livestock into the Cambodian market, including pigs, poultry, and eggs,” Mr. Zhan said. He emphasised that the province’s favourable climate and logistical advantages make it an ideal hub for large-scale agricultural production that meets environmental standards.
Governor Mang Sineth welcomed the interest, highlighting the province’s transformation into a Model Multi-Purpose Special Economic Zone. The provincial master plan divides the region into four strategic zones: 1. Industrial & Logistics: Linked to international markets; 2. Integrated Urban Centre: Serving as a financial and commercial hub; 3. Nature Tourism: Focused on the province’s islands; and 4. Agriculture & Aquaculture: Dedicated to the processing of fisheries and livestock products.
The Governor underscored the province’s logistics “trifecta” of land, sea, and air transport: the Sihanoukville Autonomous Port which handles 70 percent of the nation’s cargo; a three-phase expansion (2024-2030) which will deepen the port to 17.5 metres, allowing world-class vessels to dock by 2030; and the international airport’s 3,300-metre runway which currently accommodates large aircraft, with four direct flight paths already established with China.
He added that connectivity is supported by National Roads 3 and 4, a modern expressway, and a revitalised railway network.
“The success of our investors is the success of the provincial administration,” Governor Sineth said, pledging support for the company’s technical requirements and environmental compliance.
The potential investment marks a significant step in Cambodia’s efforts to modernise its agricultural sector through foreign direct investment and advanced technology transfer.
