Cellcard Partners with Huawei in Landmark $300 Million MoU to Power Cambodia’s Next-Gen Digital Infrastructure

PHNOM PENH, September 28, 2026 — CamGSM PLC (Cellcard), Cambodia’s leading 100% Cambodian-owned digital telecommunications operator and a subsidiary of Royal Group of Companies (RGC), signed a strategic Memorandum of Understanding (MoU) with global technology giant Huawei.

Under this agreement, Cellcard and RGC digital entities will invest approximately $300 million over the coming years to build next-generation digital infrastructure, advanced connectivity, Artificial Intelligence (AI) platforms, Cloud services, and nationwide network modernization across the Kingdom of Cambodia.

This strategic agreement marks a significant expansion of the partnership between Cellcard and Huawei, which originally began in 1999, focusing on telecommunication network development and technological innovation in Cambodia.

Cellcard expressed its deep appreciation to the Royal Government of Cambodia under the leadership of Prime Minister Samdech Moha Borvor Thipadei Hun Manet. The government’s continuous efforts to strengthen the investment environment and expand national infrastructure have created a highly favorable environment for sustainable enterprise growth and foreign technology partnerships.

Cellcard reaffirmed its long-term commitment to aligning with the “Cambodia Digital Economy and Social Policy Framework 2021–2035,” which identifies digital connectivity and robust data infrastructure as the backbone for digital transformation across government institutions, private enterprises, and citizens.

Through this comprehensive partnership, Cellcard and RGC affiliates will collaborate across seven core technology domains:

Next-Generation 5G Network Expansion: Upgrading mobile networks across key capital and provincial hubs using Huawei’s advanced 5G and 4G technology, including MetaAAU solutions. This deployment will enhance network coverage and capacity, deliver low-latency connectivity, elevate user experiences, and reduce energy consumption.

AI Infrastructure and Cloud Capability: Collaborating on AI Cloud infrastructure and Model-as-a-Service (MaaS) frameworks to establish a foundation for future enterprise, educational, and public-sector AI applications.

Modernized Digital Data Centers: Upgrading data center infrastructure across Cellcard and RGC subsidiaries using Huawei’s FusionModule 2000 modular data center solution to ensure high reliability, scalable operations, enhanced security, and readiness for growing cloud workloads.

Core Network Modernization: Enhancing Cellcard’s DWDM core optical network to increase backbone capacity, resilience, and service quality to manage rapidly surging national data consumption.

Fiber Broadband (FTTH) Transformation: Modernizing home fiber networks in Phnom Penh using XGS-PON technology to deliver broadband speeds up to 1Gbps, coupled with Huawei’s WiFi Sense solution for enhanced home coverage.

AI-Driven Customer Experience Management: Implementing Huawei SmartCare technology to build an intelligent customer experience management platform that proactively optimizes service quality and personalizes digital interactions.

Green Technology and Energy Efficiency: Integrating Huawei’s PowerStar energy-saving platform to optimize power efficiency across mobile base stations and support green digital operations.

The announcement coincides with Cellcard celebrating 30 years of serving the Cambodian market. Since its establishment in 1996, Cellcard has invested approximately $5.6 billion into Cambodia’s telecommunications and IT ecosystem, including $1.1 billion in Capital Expenditure (CAPEX) for infrastructure and $0.7 billion in statutory and regulatory contributions, while maintaining service for more than 4 million active customers.

Neak Oknha Kith Meng, Chairman of the Board of Directors of Royal Group of Companies, highlighted that committing an additional $300 million reflects strong confidence in Cambodia’s future. By combining Cellcard’s deep local insights with Huawei’s global technology expertise, the partnership aims to construct a world-class digital foundation for future generations.

Manu Rajan, Chief Executive Officer of Cellcard and the ICT Division of Royal Group, emphasized that the initiative goes beyond standard network maintenance, transforming entire systems from home fiber and data centers to AI cloud infrastructure to fulfill Cellcard’s brand promise of standing alongside the Cambodian people.

Wang Xu, President of Huawei Southeast Asia Region, expressed pride in deepening the strategic alliance, stating that advanced technologies deliver their highest value when improving daily lives, strengthening local businesses, and supporting sustainable national development.
