										<content:encoded><![CDATA[<p>PHNOM PENH: The National Bank of Cambodia (NBC) has officially launched a Sustainable Finance Taxonomy for the country’s banking sector, with a move aimed at strengthening transparency and credibility in green financing.</p>
<p>The launching ceremony was held here on April 27 under the presidency of H.E. Dr. Chea Serey, NBC Governor and Ms. Elvira Morella, Director of Advisory and Economic Research for the East Asia and Pacific region of the International Finance Corporation.</p>
<p>The taxonomy is designed to provide a clear and consistent classification system for sustainable economic activities, helping financial institutions, investors and market participants identify projects that contribute to environmental sustainability. It also seeks to curb the risk of “greenwashing” within Cambodia’s financial sector.</p>

<p>In its initial phase, the taxonomy will focus on three key sectors such as energy, transport and construction, offering banks a structured approach to classify green projects and facilitate investment aligned with sustainability goals.</p>
<p>Speaking at the launching ceremony, H.E. Dr. Chea Serey emphasised that while the first phase targets the banking sector, the taxonomy is not limited to financial institutions.</p>
<p>She encouraged wider adoption across industries, noting that the central bank will continue to expand its scope in collaboration with relevant ministries and stakeholders.</p>
<p>The NBC Governor added that future phases will incorporate additional sectors and deepen efforts on climate change adaptation, ensuring broader applicability across the economy.</p>
<p>H.E. Dr. Chea Serey also highlighted the growing impact of climate change on business operations, stressing the need for firms to adopt energy efficiency measures, green supply chains and sustainable practices.</p>
<p>“The taxonomy would serve as a key framework for mobilising capital towards Cambodia’s green transition, while positioning the country within regional and global sustainable investment ecosystems,” she said.</p>

<p>During the discussion, H.E. Ms. Yoeu Asikin highlighted Cambodia’s rice industry as a key driver of agrifood transformation, positioning the country among the world’s leading rice producers and exporters, with around 15 million tonnes of paddy production and a surplus of nearly 9 million tonnes offering strong export and investment potential.</p>
<p>Cambodia has successfully moved into premium markets, with fragrant rice varieties such as Phka Rumduol gaining global recognition, while continued investments in milling, storage, and processing are strengthening value chains and export competitiveness.</p>
<p>She emphasised that unlocking further investment across climate-smart production, modern infrastructure, value-added processing, and public private partnerships will be critical to enhancing productivity, sustainability, and resilience in the rice sector.</p>

										<content:encoded><![CDATA[<p>PHNOM PENH: Kratie province has attracted the largest share of investment proposals under the government’s Special Programme to Promote Investment in the Northeastern Provinces (SPIN Programme) 2025-2028, with projects worth about US$1.06 billion, according to the latest report.</p>
<p>This makes Kratie the leading province among the four targeted areas in Cambodia’s northeast, showing strong investors’ interest in the region.</p>
<p>Since the programme was launched on April 9, 2025, the SPIN Programme Working Group has received 58 project proposals, with a total value of around US$2.41 billion.</p>

<p>Among them, 33 projects worth about US$1.07 billion have already been given initial approval for incentives. These projects are expected to create around 17,213 jobs.</p>
<p>H.E. Hean Sahib, Chairman of the SPIN Programme Working Group, said investment interest remains strong despite global challenges.</p>
<p>“Despite external crises, such as the border dispute with Thailand and the oil crisis in the Middle East, we continued to receive proposals in March and April 2026,” he said.</p>

<p>Private sector leaders also pointed to structural advantages behind Kratie’s strong performance. Mr. Noun Rithy, Chairman of the Board of KFA Group, said the government’s push to develop the northeast as a new economic pole is beginning to take effect.</p>
<p>“The SPIN Programme is a policy to promote economic development in provinces along the northeastern border,” he said.</p>

										<content:encoded><![CDATA[<p>PHNOM PENH: Cambodia is seeking to secure a proposed US$2 billion investment framework with the Asian Infrastructure Investment Bank (AIIB), following a high-level meeting in the capital on April 1.</p>
<p>The initiative was discussed during a meeting between Deputy Prime Minister and Minister of Economy and Finance H.E. Dr. Aun Pornmoniroth and AIIB President Ms. Zou Jiayi, who is on her first official visit to Cambodia.</p>
<p>The discussions focused on the Country Cooperation Framework (CCF) for 2026-2030, expected to guide investments across priority sectors.</p>

<p>H.E. Dr. Aun Pornmoniroth highlighted the importance of the framework in addressing Cambodia’s growing infrastructure needs, particularly amid global economic uncertainty and geopolitical tensions.</p>
<p>Cambodia, a founding member of the AIIB since 2016, has received sustained support through loans and grant financing, including assistance during the COVID-19 pandemic.</p>
<p>Ms. Zou Jiayi reaffirmed the AIIB’s commitment to accelerating project approvals and supporting Cambodia’s development priorities, including clean energy, through new financing instruments.</p>
<p>Commenting on the development, economist Dr. Darin Duch said the framework would be vital in maintaining Cambodia’s growth trajectory.</p>
<p>“The US$2 billion CCF is crucial because it provides capital for infrastructure development. Cambodia is able to maintain ongoing projects such as transport, logistics, and digital infrastructure, which are key drivers for economic productivity, trade competitiveness, and inclusive growth,” he said.</p>
<p>He added that the framework could also support Cambodia’s energy transition.</p>
<p>“There is a potential to support clean energy, including solar, hydropower, and grid modernisation, while reducing dependency on imported fossil fuels. This is conducive to enhancing energy security and reducing costs in the long run,” he noted. 										<content:encoded><![CDATA[<p>PHNOM PENH: The Council for the Development of Cambodia (CDC) has approved a new automotive investment project, marking a further expansion of the Kingdom’s domestic vehicle manufacturing sector.</p>
<p>During a meeting held on Mar. 20, H.E. Chea Vuthy, Secretary General of the CDC’s Cambodian Investment Board, along with inter-ministerial officials, reviewed and approved a proposal by ZDG Assembly Co., Ltd. to establish a vehicle assembly plant in Kandal province.</p>
<p>The facility will specialise in assembling LYNK &amp; CO vehicles, a global automotive brand known for its focus on high-tech and sustainable mobility.</p>
<p>In recent years, Cambodia’s automotive sector has experienced significant growth, driven by the Royal Government’s policy to promote a free-market economy and attract investment, contributing to economic growth and job creation.</p>
<p>As of March 2026, Cambodia has 10 operational vehicle assembly plants, producing a range of passenger cars, trucks, and electric vehicles (EVs), including well-known brands such as Ford, Hyundai, Toyota, and BYD.</p>
<p>According to the Ministry of Commerce, Cambodia imported US$1.1 billion worth of vehicles in 2025, representing a 60 percent increase from US$686 million in 2024.</p>
<p>During the same meeting, the CDC also reviewed and approved five additional investment projects with a combined investment of over US$170 million.</p>

<p>The projects are expected to create approximately 24,000 jobs, the CDC said.</p>
<p>Of the total, 18 projects were approved by the CDC, including nine projects located outside special economic zones (SEZs) and nine projects within SEZs, while 24 projects were registered by the Provincial-Municipal Investment Sub-Committees.</p>

<p>Mr. Ho briefed the CDC on TAFTAC&#8217;s evolution from its predecessor, the Garment Manufacturers Association in Cambodia (GMAC), over nearly 30 years to better represent the expanding sector. He commended the historical partnership and requested sustained support to stimulate further investment.</p>
<p>In response, H.E. Chea Vuthy reaffirmed the CDC&#8217;s commitment to close cooperation and proposed two key initiatives for the association&#8217;s new term:</p>
<p>1. Proactively identify suitable locations for investment projects involving laundry, dyeing, and finishing operations to mitigate environmental pollution risks.</p>
<p>2. Prioritise attracting upstream industries to supply the garment, footwear, and travel goods value chains, with the CDC pledging full facilitation.</p>
