PHNOM PENH: A new era of economic partnership has begun for Cambodia, offering a major boost to its export industries. Through the Comprehensive Economic Partnership Agreement (CEPA) with the United Arab Emirates (UAE), Cambodian goods will now enter the UAE market with zero import tariffs.
This landmark agreement not only strengthens the relationship between the two nations but also provides a strategic gateway to the broader markets of the Middle East and Africa, a region with a combined consumer base of nearly 2 billion people.

The new CEPA, which went into effect on January 31, 2024, was the focus of the 2nd Dissemination Workshop held on Monday, 11 August 2025. At the event, Her Excellency TEKRETH Kamrang, Secretary of State of the Ministry of Commerce, highlighted the significant advantages for Cambodian producers. The deal eliminates import tariffs on a wide range of key Cambodian exports, including, Textiles and clothing, Bicycles, Electronic components and electric vehicles, Rubber, Processed foods and fruits and Agricultural products like rice, cassava, cashew nuts, pepper, and coffee

This zero-tariff access is a major win for Cambodia’s economy, enabling its businesses to be more competitive and expand their reach. The CEPA also facilitates the export of Cambodian services to the UAE, including professional, business, and engineering services.
The agreement is a key part of Cambodia’s Pentagonal Strategy-Phase I, aimed at diversifying the economy and enhancing competitiveness. By leveraging this partnership, Cambodia is on track to achieve its goal of graduating from Least Developed Country status by 2029.
Early trade data shows positive momentum, with trade volume between Cambodia and the UAE reaching approximately $47 million in the first half of 2025. This strong start highlights the potential for sustained growth and increased prosperity for both countries under this new economic partnership.
