PHNOM PENH — Prime Minister Samdech Maha Borvor Thipadei Hun Manet has instructed local and national authorities to accelerate the nationwide land surveying and registration campaign, setting a target to complete all surveys by the end of 2026 and distribute all remaining land ownership titles by 2027, according to a report released today by state news agency Agence Kampuchea Presse (AKP).
The Prime Minister announced the timeline during a ceremony at Hun Sen Rota Khsach Kandal High School, where 23,067 land ownership certificates were handed over to residents across 17 villages in Kandal province’s Ksach Kandal district. The event marked a major administrative milestone for Kandal, signaling the official completion of systematic land registration across the entire province.
Urging provincial administrations to execute the remaining land registration tasks with a high sense of responsibility, PM Hun Manet requested that heads of Royal Government working groups assist in delivering land titles directly to citizens in their respective localities.
Under the seventh-mandate government, the Ministry of Land Management, Urban Planning, and Construction has made significant headway. To date, authorities have surveyed 13,956,479 land parcels, representing 103 percent of the initial estimated target. A total of 9,641,857 land titles have been formally issued—including 2.6 million newly processed titles—with 8,765,419 land ownership certificates already distributed directly to citizens.
The Prime Minister emphasized that formal land registration provides greater clarity in land management, reduces property disputes, and grants secure legal rights that serve as a foundation for family livelihoods and broader economic growth.
Looking ahead, PM Hun Manet directed the Ministry of Land Management and regional authorities to collaborate on long-term land-use master plans. These frameworks are designed to balance residential space, employment centers, and recreational zones with environmental sustainability, while developing economic corridors tailored to the potential of local resources.
Reaffirming the policy of the Cambodian People’s Party-led government, PM Hun Manet reassured the public of the administration’s commitment to securing property rights while maintaining its ongoing policy of exempting agricultural land from taxation.
