Cambodia and Japan Finalize $119M Loan for Sihanoukville Port Expansion

PHNOM PENH — Cambodia and Japan have officially sealed a 17.776 billion yen (approximately $119 million USD) loan agreement to advance the Sihanoukville Port New Container Terminal Development Project into its second phase, according to an AKP release yesterday.

The Exchange of Notes was signed in Phnom Penh by Cambodian Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation, H.E. Prak Sokhonn, and Japanese Ambassador H.E. Ueno Atsushi.

The Ministry of Foreign Affairs and International Cooperation noted that the financial package will directly fund the construction of a new container terminal alongside crucial supporting infrastructure at the Sihanoukville Autonomous Port, which serves as Cambodia’s only international deep-sea gateway.

By significantly scaling up container cargo capacity to manage growing trade volumes, the expansion project will streamline domestic supply chains, mitigate shipping bottlenecks, and reinforce Cambodia’s maritime ties to regional and global markets for long-term economic development.

The Royal Government of Cambodia emphasized that Japan’s ongoing financial support highlights a shared commitment to the Kingdom’s socio-economic progress and expanded bilateral trade. This latest loan further cements the deep cooperation between the two nations under the Cambodia-Japan Comprehensive Strategic Partnership.

As a primary development partner, Japan continues to provide vital assistance across infrastructure, transportation, and human resource sectors to drive Cambodia’s sustainable economic future.
