Ms. Jyotsana Varma, Country Director of the Asian Development Bank (ADB) in Cambodia, on the evening of December 9, 2024, led an ADB team and a group of journalists to visit the salt-making business of Ms. Hong Srey Mom, which received a loan from the Cambodian Post Bank.

On the occasion, Ms. Jyotsana Varma said that on behalf of the Asian Development Bank, she is very happy when project beneficiaries like Ms. Hong Sreymom use the bank’s loan effectively. Ms. Jyotsana Varma is optimistic that the ADB project can expand female entrepreneurship among other women in Cambodia, which is in line with the Royal Government’s commitment to promoting female entrepreneurship in the MSME sector.

Ms. Hong Sreymom, a salt farm owner in Teuk Chhou District, Kampot Province, said that she used the loan from the Cambodian Post Bank to expand her salt farm and set up a warehouse to store salt. She also encouraged female entrepreneurs to dare to borrow money from banks to expand their businesses and prosper.

In February 2023, the Asian Development Bank (ADB) and Cambodia Post Bank (CP Bank) signed a loan of up to $10 million to support the recovery of micro, small, and medium-sized enterprises (MSMEs) in Cambodia from the impacts of COVID-19 by expanding access to finance. At least 50% of the loan is earmarked for financing women-led MSMEs.

In addition, ADB is supporting CP Bank in mainstreaming gender equality and women’s empowerment into its business activities by developing a gender action plan and appointing a gender focal point among its staff.

The post ADB Provided 10M To Help MSMEs first appeared on Estatedia | Economy & Real Estate Media in Cambodia.

The Green Economy in Cambodia: A Path to Sustainable Growth and Prosperity

Cambodia is positioning itself as a leader in Southeast Asia’s shift towards a green economy. By integrating sustainability with economic development, the country is addressing pressing environmental challenges while promoting growth and equity. This article dives into Cambodia’s green economy initiatives, showcasing strategies, successes, and hurdles as the nation strives to balance development with environmental stewardship.

Understanding the Green Economy: Definition and Global Relevance

A green economy is defined by its focus on reducing environmental risks and ecological scarcities while achieving sustainable development and economic growth. The model emphasizes renewable energy, waste reduction, and policies that promote long-term ecological health. Globally, the green economy is gaining traction as countries recognize the need to integrate sustainability into their development strategies.

Cambodia is aligning itself with this movement by embedding green principles into its national policies and initiatives, reflecting a commitment to achieving the United Nations Sustainable Development Goals (SDGs).

Cambodia’s Roadmap to a Sustainable Green Economy

Key Milestones

Cambodia’s green journey began with the National Green Growth Roadmap in 2009. This landmark initiative outlined seven priority areas, including access to clean water, renewable energy, sustainable transport, and green education.

In 2013, Cambodia adopted its Green Growth National Policy and Strategic Plan (2013–2030). These frameworks emphasize resource efficiency, climate resilience, and economic competitiveness, setting the stage for sustainable growth.

Partnerships and Collaborations

Cambodia has partnered with international organizations such as the Global Green Growth Institute (GGGI) and the Green Climate Fund. These collaborations have helped secure funding for green projects, ranging from renewable energy initiatives to sustainable agriculture programs.

Current Achievements and Progress

Renewable Energy Expansion

Cambodia’s renewable energy sector is rapidly growing, with significant investments in solar farms and hydropower projects. These initiatives are boosting the country’s clean energy capacity and advancing its sustainability goals, aligning with global green energy trends.

Sustainable Agriculture

Efforts to promote organic farming and reduce reliance on chemical fertilizers are transforming Cambodia’s agricultural landscape. These initiatives aim to enhance food security while reducing environmental degradation.

Waste Management Innovations

Urban centers like Phnom Penh are piloting waste management programs, including recycling and composting initiatives. These programs address the growing challenge of urban waste while creating economic opportunities in recycling industries.

Key Challenges in Cambodia’s Green Economy Transition

Despite its progress, Cambodia faces significant challenges in its green economy transition:

Financial Constraints
Limited domestic resources necessitate reliance on international funding, which can be unpredictable and insufficient for large-scale projects.

Climate Vulnerabilities
As one of the most climate-vulnerable countries, Cambodia experiences frequent flooding and droughts, threatening its agriculture and rural livelihoods.

Balancing Industrialization with Sustainability
Rapid urbanization and industrial growth strain natural resources, complicating efforts to achieve sustainability.

Opportunities for Growth

Ecotourism Potential

Cambodia’s rich biodiversity and cultural heritage make it an ideal destination for ecotourism. Developing eco-friendly tourism infrastructure can generate revenue while preserving natural and cultural assets.

Green Finance Initiatives

The ASEAN sustainable finance taxonomy offers Cambodia access to funding for green projects, enabling investments in renewable energy and sustainable infrastructure.

Community-Driven Projects

Local communities are increasingly involved in green initiatives, from reforestation projects to decentralized renewable energy systems. Empowering these communities can drive grassroots sustainability efforts.

Future Strategies: How Cambodia Can Lead in the Green Economy

Strengthening Policy Enforcement
Cambodia must enhance enforcement of environmental laws, ensuring compliance among industries and developers.

Scaling Up Green Investments
Attracting foreign direct investment (FDI) in renewable energy and green technologies will be crucial for scaling up initiatives.

Promoting Public Awareness
Education campaigns highlighting the benefits of green practices can encourage widespread adoption of sustainability measures among citizens and businesses.

Fostering Innovation
Supporting startups and research in green technologies can position Cambodia as a hub for sustainable innovation in Southeast Asia.

Conclusion

Cambodia’s green economy journey represents a transformative approach to balancing growth with sustainability. While challenges remain, the nation’s proactive policies, international partnerships, and community-driven initiatives provide a solid foundation for progress. By continuing to prioritize sustainability, Cambodia can not only safeguard its natural resources but also inspire regional and global efforts toward a greener future.

Transitioning to a green economy presents challenges, but it also offers an unprecedented opportunity for Cambodia to secure a sustainable and prosperous future. From government policies to individual actions, every effort counts in building a greener tomorrow. By investing in green technologies and fostering international collaborations, Cambodia can inspire global efforts toward a sustainable future. How will you contribute to this vision?

If you’re inspired by Cambodia’s green economy efforts, consider how you can contribute to sustainability in your community. Whether through small lifestyle changes or larger investments in green technologies, every action counts. Share this article to spread awareness and encourage global support for Cambodia’s green initiatives.

The post Green Economy in Cambodia: How Sustainability Drives Growth in 2024 first appeared on Estatedia | Economy & Real Estate Media in Cambodia.

The signing ceremony of a Memorandum of Understanding was held on Tuesday, 26 November 2024 and was presided by Ms CHAM Nimul, Minister of Commerce and also participated by representatives of the Ministry, ACLEDA Bank PLC, the private sector, associations, and small and medium enterprises.

The signing of this Memorandum of Understanding with ACLEDA Bank Plc will mark a special event in the advancement of public-private partnerships to help small and medium enterprises in Cambodia increase economic opportunities by selling made-in-Cambodia products to domestic and foreign customers or other business partners.

It will especially contribute to facilitating small and medium enterprises that are CambodiaTrade vendors in receiving payments more conveniently, quickly, and securely through digital payments without using cash.

PHNOM PENH: Cambodian Prime Minister Hun Manet expressed his hope that the distribution of land title certificates will be fully completed by 2027, marking a significant milestone in the 40th anniversary of granting private land ownership to Cambodian citizens, a legacy initiated by former Prime Minister Hun Sen.

The Prime Minister shared this expectation yesterday while presiding over the annual meeting of the Ministry of Land Management, Urban Planning and Construction. He called upon provincial and municipal governors to actively participate and effectively manage the issuance of land title certificates, emphasizing the need for swift action and a strong sense of responsibility.

PM Hun Manet also urged the ministry to complete land registration by 2025 as outlined in its plan. Additionally, he stressed the importance of resolving land disputes and remaining Borey (gated housing communities) issues to a minimum level.

This, he believes, will instill confidence in investors, bolster the Cambodian economy and its resilience, facilitate the expansion of new industries, increase added value, enhance Cambodia’s competitiveness, and maintain social harmony.

According to Prime Minister, approximately 1 million parcels of land have already undergone surveying and demarcation, with another 1 million parcels still pending. Kampong Cham province stands out as the first province to complete its land survey and demarcation process.

Furthermore, the Prime Minister emphasized the need to continue organizing and managing the Tonle Sap area to transform it into a highly efficient economic center. He also highlighted the importance of finding appropriate solutions to address the remaining issues in the Angkor area.

The post PM Prioritizes Land Reform, Economic Growth, and Social Harmony first appeared on Estatedia | Economy & Real Estate Media in Cambodia.

PHNOM PENH: Kampong Thom province, the heart of Cambodia’s cashew industry, has achieved a significant milestone with the export of processed cashew nuts to the European Union (EU) market. This groundbreaking achievement was made possible by Mirarth GreenTech, a Japanese firm.

The export marks a pivotal moment in Cambodia’s agricultural sector, propelled by the government’s National Cashew Policy (2022-2027). Last week H.E. Nhek Ban Kheng, Deputy Provincial Governor of Kampong Thom, acknowledged the collective effort and the strategic role of Mirarth GreenTech’s investment.

Mirarth GreenTech aims to export 250 tonnes of processed cashew nuts to the EU annually, with plans to increase this to 300 metric tonnes in the near future.

Kampong Thom currently houses twelve cashew processing factories and handicrafts, capable of processing 78 tonnes of raw cashew nuts daily. The province also boasts eleven warehouses with a combined storage capacity of 18,195 tonnes per year.

H.E. Touch Bun Hour, Secretary of State at the Ministry of Agriculture, Forestry, and Fisheries, revealed that Cambodia produced over 870,000 tonnes of raw cashews in 2024. A significant portion of this production, approximately 85%, was exported to Vietnam, Malaysia, Thailand, India, and Bangladesh.

Kampong Thom, Kratie, and Rattanakiri are the top three cashew-producing provinces in Cambodia, collectively accounting for 55% of the country’s total cashew cultivation land.

Recognizing the potential of cashew as an export crop, the government is actively promoting the export of processed cashew nuts to increase value-added. Additionally, initiatives are being implemented to ensure both the quality and quantity of cashew production. This strategic move aims to position Cambodia as a global player in the cashew industry, contributing to the nation’s economic growth and development.

The post Kampong Thom: A Rising Star in Cambodia’s Cashew Industry first appeared on Estatedia | Economy & Real Estate Media in Cambodia.

Phnom Penh, Cambodia – The Asian Development Bank (ADB) has approved a $50 million policy-based loan to support Cambodia’s efforts to enhance its business environment, upgrade businesses for greater competitiveness, and reduce trade barriers.

This second subprogram of the ongoing Trade and Competitiveness Program aims to strengthen the government’s initiatives to leverage private sector investment and achieve sustainable economic growth.

“This program underscores ADB’s commitment to unlocking Cambodia’s economic potential and creating a robust ecosystem for businesses to thrive,” said Jyotsana Varma, ADB Country Director for Cambodia. “By focusing on MSMEs and facilitating cross-border trade, we aim to stimulate investment, create jobs, and drive sustainable economic growth.”

The program will focus on simplifying procedures and reducing bureaucratic hurdles to make it easier to do business in Cambodia. It will also provide incentives, technological support, and digital solutions to help MSMEs expand and upgrade their operations. Additionally, the program will improve border facilitation, streamline customs procedures, and reduce trade barriers to enhance Cambodia’s integration into regional and global markets.

By 2027, the program is expected to lead to approximately 50,000 MSMEs being formally registered in the online business registration system. It will also increase digital adoption among MSMEs, leading to improved efficiency and productivity. Furthermore, the program will streamline border procedures and reduce trade barriers, facilitating smoother cross-border trade.

By addressing these key constraints, the program seeks to boost Cambodia’s competitiveness, attract foreign direct investment, and foster sustainable economic development.

The post Cambodia’s Business and Investment Landscape Gets a $50 Million Boost from ADB first appeared on Estatedia | Economy & Real Estate Media in Cambodia.

PHNOM PENH: Cambodia has witnessed a surge in electric vehicle (EV) adoption in recent months, with the government actively promoting the shift towards cleaner transportation.

Prime Minister Hun Manet has expressed strong support for the expansion of the EV sector in Cambodia, highlighting its potential benefits. He emphasized that transitioning to electric vehicles can significantly improve energy efficiency and reduce carbon emissions.

“By switching to electric vehicles, we can reduce energy consumption by up to five times compared to traditional fuel-powered vehicles,” said the Prime Minister. “Moreover, it will help us mitigate climate change by lowering carbon emissions in the transportation sector.”

In the first nine months of 2024, the country registered a staggering 1,644 electric vehicles, a significant increase from the 203 registered in the same period of 2023. This represents a 710% growth, with motorcycles leading the charge at a 368% increase.

“So far, Cambodia has registered 2,327 electric vehicles at the Ministry of Public Works and Transport, of which 790 BYD electric vehicles are at the top of the list, followed by 443 Toyota electric vehicles, 269 Tesla electric vehicles, and electric vehicles from other companies,” said Mr. Phan Rim, a spokesperson for the Ministry of Public Works and Transport.

To further accelerate the adoption of EVs, the Cambodian government has introduced the “National Policy on the Development of the Electric Vehicle Sector 2024-2030.” This policy aims to promote the use and development of the entire EV ecosystem, including charging infrastructure and related industries.

Chinese automaker BYD has expressed interest in establishing an EV manufacturing plant in Cambodia by 2025. This move could significantly boost the local EV industry and contribute to the country’s economic growth.

As of now, Cambodia has registered a total of 3,676 electric vehicles and 21 charging stations nationwide. With increasing government support and growing consumer interest, the country is poised to become a regional leader in electric mobility.

The post PM Supports EV Growth Amidst Surging Imports first appeared on Estatedia | Economy & Real Estate Media in Cambodia.

How Cambodia’s Corporate Tax Rates Are Shaping Foreign Investment in 2024

Cambodia has emerged as a rising star for foreign direct investment (FDI) in Southeast Asia. With competitive corporate tax rates and investor-friendly incentives, the nation is building a reputation as a top choice for global businesses. But how do these tax policies influence investment trends? This article explores Cambodia’s corporate tax framework, its role in attracting FDI, and its broader economic impact.

Cambodia’s Corporate Tax Policies: An Overview

Key Tax Features

Cambodia offers a standard corporate tax rate of 20%, competitive with many other ASEAN nations. However, the country distinguishes itself through its Qualified Investment Project (QIP) framework, which includes:

Income tax holidays: Up to nine years for eligible businesses.

Customs exemptions: Duty-free imports of essential equipment and materials.

Accelerated depreciation: Favorable treatment of capital investments to reduce taxable income.

These policies are designed to drive growth in strategic industries such as manufacturing, technology, and green energy, aiming to diversify the economy and reduce reliance on garment exports.

Who Benefits the Most?

Sectors thriving under these policies include:

Electronics Manufacturing: Companies benefit from tax holidays and reduced operating costs.

Renewable Energy: Incentives for solar and wind power projects align with global sustainability trends.

Infrastructure Development: Tax breaks attract firms to build roads, ports, and energy facilities critical to economic expansion.

How Cambodia Compares to ASEAN Competitors

Tax Rate Analysis

Cambodia’s 20% corporate tax rate matches Vietnam and Thailand but is lower than Indonesia (22%). The QIP framework, however, offers more generous and targeted tax benefits than its regional peers.

Key Advantages Over Competitors

Longer Tax Holidays: Cambodia’s extended tax holidays outperform the shorter-term incentives in Vietnam and Thailand.

Ease of Doing Business: Streamlined processes for registering investments make Cambodia attractive to first-time investors.

Low Labor Costs: Competitive wages further reduce operational expenses, enhancing profitability.

However, Cambodia’s infrastructure development lags behind nations like Thailand, which boasts more advanced logistics networks.

Tax Incentives as a Catalyst for FDI Growth

Cambodia’s tax policies have been pivotal in its rise as an FDI hotspot, with investments surging by 393% over the past decade.

Case Studies of Success

Electronics Manufacturing: A major Japanese company recently invested $100 million in a Cambodian plant, citing QIP incentives as a decisive factor.

Tourism Infrastructure: Singaporean firms are leveraging Cambodia’s tax exemptions to develop eco-tourism resorts that promote sustainability.

Impact on Key Sectors

Tax incentives have driven diversification into industries such as electronics and vehicle parts manufacturing, reducing reliance on garment exports.

Challenges of Generous Tax Policies

While Cambodia’s tax framework attracts FDI, it also presents challenges that may impact long-term economic stability.

1. Revenue Shortfalls

Generous tax holidays reduce government revenues, limiting funds for public services and infrastructure development. Critics argue this benefits corporations more than the local population.

2. Dependence on Foreign Investment

Over-reliance on FDI makes Cambodia vulnerable to external shocks. For instance, a slowdown in global trade could significantly affect its economy.

3. Transparency Concerns

The lack of clear criteria for awarding tax incentives has led to questions about accountability. Strengthened oversight is needed to ensure equitable application of these benefits.

Balancing Growth and Sustainability

To address these challenges, the Cambodian government is adopting reforms aimed at fostering sustainable development while maintaining its investment appeal.

Planned Initiatives

Diversification: Expanding into green energy and digital industries to reduce reliance on traditional exports.

Tax Reforms: Improved tax administration to enhance compliance and transparency.

Green Investment: Policies to attract eco-friendly projects align with global environmental goals.

Future Opportunities for Investors

Cambodia’s digital transformation, backed by targeted incentives for IT and tech firms, positions it as a budding tech hub in Southeast Asia.

Conclusion

Cambodia’s corporate tax policies have played a critical role in transforming its investment landscape. While these incentives have driven impressive FDI growth, the country must address transparency and sustainability concerns to ensure long-term economic health. By refining its tax policies and expanding into new industries, Cambodia is well-equipped to remain a top destination for global investors.

Call to Action

Are you considering investing in Cambodia? Take advantage of its investor-friendly policies and thriving sectors. Consult with local experts to explore opportunities tailored to your business goals.
